Granted football hooligans the world over are notorious for their violence and anti-social behaviour, but, in this instance, which is just one of many examples, it seems reasonable to connect their behaviour and their support for a regime guilty of such brazen and sadistic cruelty. One is likely going to have a particular personality or psychological state, and so behaviour such as the above could be considered 'natural', for them.
