creative minds, indeed. Only thing that he should ask himself is how much of a hit against another object would this thing endure. I mean, the water is in this case travelling quite fast and on top 'o that you have walls, buildings, maybe even rocks and automobiles. Would have been better if he designed it with a lot of strength of materials/finite element analysis types of calculations and simulations. Or just ask someone to do the design and materials choice for him. Otherwise it will just be bashed against the first wall and tear up.
when you're washed out to sea afterward? What would be needed is essentially a very impact resistant mini submarine.

This flimsy balsa cylinder would be crushed like a walnut under a car tire.
The buildings, trees, cars, propane tanks, and assorted refuse would pulverize it in an instant.
He needs a large propane tank with several sealable lids, portable oxygen, food, batteries and communication equipment.
Would be much more cost effective as well.
This idea might have been floating around in the "psychic spheres" for some years. Receiving it I thought of about the same design, somewhat bigger:
Building a smaller house - extra durable beam-reinforced walls - on a big floating platform (instead of using cement/concrete as the usual base) - made of special lightweight, but strong material. So that when a flood comes, the small house gets unmoored and begins to float like a ferry, also protected by large side-fenders swallowing most energy from colliding objects.
