I've used metal dowsing rods to locate underground utilities since the early 1990's (well driller by trade) but have never attempted to dowse for water. Never used anything but metal rods and have observed that heavier/loger rods will perform better than coat hangers.
It seems that the rods pick up on 'disturbed' soils as we have also been able to locate old excavations and underground vaults (confirmed by blueprints) using this technique.
Another thing is that in highly disturbed areas the only thing that we were ever able to pinpoint were buried electric lines and the boundaries of the disturbance. Water, sewer, and gas lines would not stand out in an area that had been dug up many times over. Also was never successful dowsing in the residual soils around south western Missouri (basically not soil so much as highly weathered rock).
Some of us theorized that what the dowsing rods show are variances in the magnetic alignment of the soils......
