Boulder police used pepper spray and a Taser on a man early Saturday after responding to a 1 a.m. report about a fight happening in the area of 10th and Pearl Streets.

According to police spokeswoman Sarah Huntley, officers arrested two men involved in the altercation.

One of the men became "very combative" with officers during the arrest, Huntley said, and was sprayed with pepper foam and then Tasered after he refuse to comply with orders.

One officer became covered in blood from a deep wound on one of the men's arms, which happened when he punched a car window, Huntley said.

The names of the two men arrested were not immediately available.

A crowd gathered at the scene also became unruly, Huntley said, and "taunted police officers."

One man from the crowd, 26-year-old Boulder resident Kevin Hotaling, was arrested on suspicion of obstructing police, Huntley said.

In an interview with the Camera, Hotaling, a self-described "legal observer," said he was arrested after demanding a business card from one of the officers at the scene.

"I wasn't preventing them from doing anything," Hotaling said. "I felt it was excessive force."

Huntley said officers will file a "use of force" report that will be reviewed by Chief Mark Beckner to determine whether the officers acted appropriately.
