Investigators said Brown was discovered in a field along the 3300 block of Rutledge Street.
Brown remained hospitalized for a week but never regained consciousness.
"That's a shame right there. She just stayed right down the way and they just caught here at the wrong time," said Ollie Morgan, a neighbor who knew the victim. "People couldn't help her because once they walked over, the dogs turned on them. It's just a bad way to go."
Morgan said he would see the dogs running through the empty behind his house. By the time animal control would show up, the dogs would be back under the fence at the home of their owner.
"We hate this happened and took the mayor to come down here to find out what's really going on," said Morgan.
Mayor Mike Rawlings toured the southeast Dallas neighborhood where Brown was mauled by the dogs. He admitted the priority has been lacking from the city.
"It's heartbreaking on a personal level for something this tragic to happen," said Mayor Rawlings.
Mayor Rawlings promised a policy overhaul when it comes to how the city handles reports of aggressive dogs.
"We're in a deep hole and we've got a long way to go," said Mayor Rawlings.
The owners of the dogs could face charges.

A dog that attacks -- people, other dogs, cats -- outside his own yard should be put down.
