After a quarter of a century of war, the infrastructure is so poorly maintained that as in all the articles I read about Afghanistan, water from the surrounding mountains is not managed adequately. There is high evaporation from aging canal structures. Recycling of sewage water is not being done contaminating the local supply.
Clearly, the wars have paved the way for the privitized western sponsors to move in claiming expertise and indebt the country to new loans and obligations.

World Bank
The main vehicle for World Bank support to water supply in Afghanistan is the National Solidarity Programme (see above under rural water supply), using funds from various countries channeled through the International Development Association or the Afghanistan Reconstruction Trust Fund.[20] In addition, in 2006 the World Bank approved a US$40m grant to support an urban water supply project to improve water supply in Kabul. However, by 2010 almost no funds were disbursed and the infrastructure component of the project had been cancelled. It is now to be replaced by a pilot project to support small private operators, connecting 500 customers in one area of Kabul.[21]
NOTE: above excerpt from Wiki says water plans from 2006 were not implemented by 2010 and now exist solely as PRIVATIZED companies. If I read that correctly, a supposed world bank loan has morphed into a private company funded by the WB.
This, then, is the outcome of all the Middle East wars, for privatized companies to raid the existing water infrastructure funded by IMF and WB money. Remember privatized water was tried in several places like S America and the people rebelled. Now the plan is to collapse the people first then privatize.
