This report sounds like in addition to the water they normally dump in the ocean, they had an extra leak.

The biggest nuclear disaster so far, and the radioactive leaks are all legal. The ocean is being used as a toxic waste dump but it can't be harming aquatic life because Abe says it will never leave the harbor. TEPCO wants to dump the tanks containing highly radioactive water and that will be legal too. Making it legal does not make it safe. What a sad promo for the Olympics in Japan.
