Considering that the information was compiled from media reports and witness accounts, I would say that I wouldn't etch that word in stone as exactly the truth. That's a high number of dead 'militants' in Pakistan.
We'll likely never know the real number of innocent civilians that have been murdered.
Interesting, from the same source but in a different article:
"According to data collected by the New America Foundation, of the total number of people killed by drone strikes there (between 1,900 and 3,200), less than 3 percent of them (51) were "militant leaders." Furthermore, only 30 of these leaders were members of al Qaeda."
