Ban all non-emergency automobiles from urban cores. Re-invest in trains, streetcars, etc. Problem solved.
Of course suburbanites won't want to give up their precious horseless chariots, nor the diseased lifestyle that goes with it, so they may need some encouragement. Personally, I'm hoping the bike-punks take this finding seriously, and start taking actions to make driving in urban cores impractical. For instance, semi-permanent barricades could be erected, which bikes can easily get around or between, but not cars. The ongoing campaign of traffic disruption could be accompanied by simple communiques to the press, stating, "We agree, this is ridiculous, and we'd really rather not have to do it. However the domination of our communities by cars is no longer acceptable. Until they are banned, their use will be made impractical." The suburbanites will of course scream bloody murder but, give it a couple months ... they'll adjust. And we'll all breathe easier when the profoundly antisocial nature of hydrocarbon burning personal transport is generally recognized.
