We recently had a laser light art piece showing in Seattle. It was quite bright. I found the artist setting it up one night and asked him how powerful his lasers were. He said 2 watts. You usually think of that much light coming out of a "hot" lamp of at least 1 or 2 hundred watts. I've seen matches lit with much less than 1 watt, too. 100 watt lasers cut steel.
Such an implement is not safe to carry or use in public, though I don't know if they are officially illegal. They can also be made outside the visible spectrum so that you couldn't even see the beam.
