Iran on Friday accused the United States and Israel of fueling the deadly sectarian fighting in Lebanon between its Shiite militant Hezbollah ally and the Western-backed ruling majority.
"Adventurous efforts and interventions by the United States and the Zionist regime are the main cause of the continuous chaotic situation in Lebanon," foreign ministry spokesman Mohammad Ali Hosseini said.
"Unfortunately, part of the political plot which was predicted ... has been executed," said Hosseini, who was quoted by ISNA and Fars news agencies.
"We hope that those who have been responsible for creating this situation exert the effort needed to restore stability and calm to Lebanon," he added, without elaborating.
Hezbollah gunmen seized control of west Beirut on Friday after a third day of battles with Sunni militants loyal to the Western-backed government that has killed at least 11 people, Lebanese security official have said.
Hosseini said Iran will pursue "tireless efforts ... to help different political groups reach an understanding."
The United States and Israel have repeatedly accused Iran of arming and financing Hezbollah in a bid to destabilise Lebanon -- a charge the Islamic republic has constantly denied.
The United States has condemned the violence in Lebanon and demanded that Hezbollah, which is also backed by Syria, stops its "destructive activities."
Israeli President Shimon Peres on Friday claimed the violence in Lebanon was fomented by Iran to further what he said was Tehran's goal to control all of the Middle East.
Comment: It's quite clear that the violence in Lebanon is being fomented by the US and Israel in preparation for another US/Israeli invasion of either Syria or Iran. The idea is to distract Hezbollah away from the Lebanese front so Israel won't have to fight them in it's pursuit to steal more Arab territory. Israel is waiting for Hezbollah to retaliate for the assassination of Imad Fayez Mughniye in Damascus in order to justify it's invasion of Syria. All the propaganda elements are in place, from the ridiculous claim that Syria has been building a nuclear reactor for weapons production, to the equally absurd accusation that Iran is the cause of violence in Iraq. Iran offered back in 2003:
Iran offered in 2003 to accept peace with Israel and to cut off material assistance to Palestinian armed groups and pressure them to halt terrorist attacks within Israel's 1967 borders, according to the secret Iranian proposal to the United States. '

The two-page document contradicts the official line of the George W. Bush administration that Iran is committed to the destruction of Israel and the sponsorship of terrorism in the region.

Even more surprising, given the extremely close relationship between Iran and the Lebanon-based Hizbollah Shiite organisation, the proposal offered to take "action on Hizbollah to become a mere political organization within Lebanon". The Iranian proposal also offered to accept much tighter controls by the International Atomic Energy Agency (IAEA) in exchange for "full access to peaceful nuclear technology". It offered "full cooperation with IAEA based on Iranian adoption of all relevant instruments (93+2 and all further IAEA protocols)".

But in 2003, Bush refused to allow any response to the Iranian offer to negotiate an agreement that would have accepted the existence of Israel. Flynt Leverett, then the senior specialist on the Middle East on the National Security Council staff, recalled in an interview with IPS that it was "literally a few days" between the receipt of the Iranian proposal and the dispatch of a message to the Swiss ambassador expressing displeasure that he had forwarded it to Washington.

Interest in such a deal is still very much alive in Tehran, despite the U.S. refusal to respond to the 2003 proposal.
