Assimilation cannot be forced. Acculturation is beneficial as it allows all parties to accept the others without criticism on a personal and psychological level; allowing both cultures to thrive accommodating both into their own.

Cali would be better off breaking away and forming their own country then restructuring the laws to benefit everyone. However, I do not see the Silicon Valley giving up their lifestyle to accommodate the rural areas.
