If the western world's credit-rating agencies were honest, Ukraine ought to have probably one of the worst credit ratings in the world. It has almost never paid its bills in its entire 25 year existence. Not for Russian gas, not for countless loans it has received from from international creditors.

And when Kiev does actually make a payment, it goes kicking and screaming all the way to the bank, threatening legal action and demanding re-negotiation of future payments.

Ukraine even outright defaulted on a $3 billion loan from Russia last year -- but without western financial institutions raising a peep. Loans from Russia don't count.

Neither apparently, do loans from Cuba. A recent review of a book about Cuba's health care system [John M. Kirk, Health Care without Borders: Understanding Cuban Medical Internationalism (Gainesville, FL: University Press of Florida, 2015)] contained the following tidbit:
The April 26, 1986, meltdown at Chernobyl occurred only a few years prior to the collapse of the Soviet Union, forcing Cuba to pay a high price for its humanitarianism. Cuba opened its doors, hospital beds, and a summer camp to 25,000 Ukrainians, mostly children. Many had severe injuries or chronic pathologies. Some stayed in Cuban hospitals for months or years. In October 2011, Ukrainian President Viktor Yanukovych expressed his gratitude and promised to pay the full cost of treatment. Ukraine never got around to paying Cuba. The cost of medicine alone was estimated at $350 million.
Who knows, maybe Yanukovych would have kept his word. He can't now. Of course the delusional Ukrainians can always blame it all on Yanukovych. And Vladimir Putin. And Vladimir Lenin. And Darth Vader.

After all Vader attempted to run as a candidate in Ukraine's unconstitutional joke of an early presidential election that installed the usurper Poroshenko, and actually did run for mayor of Kiev. Unfortunately he lost the election to Jar-Jar Binks:

According to its US State Department appointed finance minister Valerie Jaresko, the Kiev regime spends $5-7 million per day on killing its own people in Donbass. Taking the lower $5 million figure, with that money Ukraine could pay down its debt to Cuba in a little over 2 months.

Alas, it's just par for the course in this pathetic failed state filled with irresponsible crooks and chauvinist loons which is destined to be a bane to Europe, Russia, and the entire international community for decades to come.
