General information on the application of measures for the reconciliation of opposing sides

In the course of last 24 hours, ceasefire agreements have been signed with five commanders of moderate opposition units active in the Daraa province (in total, 22 agreements).

Preliminary truce agreements have been signed with elders of two towns in the Hama province.

Negotiations with leaders of four armed groupings located in the Damascus, Daraa and Homs provinces are being continued.

In Damascus, by the mediation of the Russian party, consultations between representatives of the National Reconciliation Ministry of Syria, religious leaders and commanders of armed formations, who used to be opposing the Syrian government, have been held. The parties discussed upon issues concerning peacemaking process and ways of its realization.

Headquarters of the Defence Ministry and National Reconciliation Ministry of the Syrian Arab Republic have been deployed at the Hmeymim airbase in order to establish interaction in operational response on ceasefire violations and providing humanitarian assistance to citizens of Syria.

Results of ceasefire monitoring

In the course of last 24 hours, 27 ceasefire violations have been registered (Idlib - 7, Damascus - 4, Homs - 4, Daraa - 3, Latakia - 1).


Comment: Also in Homs, as part of their movement towards Daesh-held Palmyra, the SAA and NDF liberated the strategic mountain of Jabal Jazal as well as several oil fields, previously held by Daesh.
In South of Palmyra, the Syrian armed forces advanced to Wadi Al-Dhakara, seizing a part of the valley after a violent battle with the Daesh terrorists entrenched around its hilltops.

Also on Wednesday, Daesh strongholds in the south came under a series of airstrikes on the terrorists' concentration centers that left many militants dead and wounded and destroyed much of their military hardware.

Most ceasefire violations have happened in Aleppo. There have been 8 ones.


Comment: The water pumping stations of al-Khafseh are now supplying water in east Aleppo after Daesh cut water supplies two days ago.


In particular, Sheikh Maqsood, Akil, al-Kastello and al-Murge city sections have suffered multiple mortar attacks of armed formations of Jabhat Ansar al-Din and Fastykim Kama Umirta.

Unidentified armed formations carried out a mortar attack against Karm al-Jabal from positions located near Qahir al-Asham.

Near Tamura (north of Aleppo), an illegal armed formation attacked positions of government troops after a mortar attack. The formation is being identified.


Comment: How is Russia detecting and monitoring ceasefire violations?
Over the past three days three modern complexes with unmanned aerial vehicles and two radars detecting small targets have been deployed to Syria.

The Zoopark-1 missile and artillery ground reconnaissance complex is designed to automatically determine the coordinates of enemy artillery positions (mortars, field artillery, rocket volley fire systems and tactical missile launch positions) to provide target sighting information to its own countermeasure equipment, as well as to monitor its own firing results.

The complex is capable of detecting up to 70 firing positions in a minute, while tracking up to 12 targets.

Russian Aerospace Forces and Syrian Air Forces did not made strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.


Comment: The Syrian Air Force launched their first attack on terrorist positions since the start of the truce, in Harasta, on the outskirts of eastern Damascus:
The Syrian air force on Friday struck an armed group that had rejected the truce and sided with the Nusra Front militants, in what was the first air raid since the start of the ceasefire, a military source told RIA Novosti.

"Planes of the Syrian Arab Air Force launched strikes at terrorists. Two airstrikes hit targets in northern Harasta. The attack targeted militants from the al-Rahman group, which rejected the truce and swore allegiance to the Nusra Front," the source said.

Humanitarian aid to the population of Syria

An appeal for delivering humanitarian aid to citizens of 21 most damaged inhabited areas of Damascus, Homs and Daraa provinces, which joined the peacemaking process, was sent to the United Nations special envoy to Syria Staffan de Mistura.

The UN special envoy answered that a column with humanitarian supplies for citizens of Darayya (Damascus province) has been formed in Damascus and is waiting for permission of the Syrian government.

The Russian party received an appeal for contribution to boost the process of permission receiving.


Comment: After 'operational difficulties', the UN plans on delivering aid to East Ghouta today.

The Centre for reconciliation of opposing sides in the Syrian Arab Republic receives information concerning militants' training in the territory of several Middle East countries for taking part in the Syrian war and armament supply for the militants.

Increase of information posted in social networks with calls for citizens to continue warfare against the government troops is registered.

People of Syria inform the Russian Centre about actions taken by international terrorist organizations despite intimidations and terror carried out by "irreconcilable" groupings.

In the course of the last 24 hours, citizens of Fua (Idlib province) have sent 7 messages telling about attacks with usage of heavy armament carried out from Binnish, which has been controlled by Jabhat al-Nusra and Ahrar al-Sham militants. The attacks caused victims among civilians.

Artillery attacks against Kurdish units, which are fighting against Jabhat al-Nusra terrorists, are still carried out from the territory of the Turkish border post near Yanankey.

It is registered that columns of heavy trucks filled with materiel supplies and weapons are passing the Syrian-Turkish border almost day-and-night and moving to the regions, which are controlled by Jabhat al-Nusra and Ahrar al-Sham located in the territory of Syria.

"Before ISIS [Daesh] started attacking Tel Abyad, the Turkish army used Dushkas [machine guns] to fight against the YPG. After the shooting, the electricity was shut down across the border for 20 minutes so that ISIS could pass through the borders to the Tel Abyad area," [Abdu Khalil, the head of YPG units in Afrin] said.

This was done "in order to cut the connection between Kobani and Jazire," Khalil asserted. Turkey has been doing "the impossible" to prevent the three Kurdish regions from connecting, he said.


Such actions carried out by the Turkish party and aimed at supporting of the terrorist groupings active in the provinces of Aleppo and Idlib set back early end of the warfare and achieving truce by opposing sides in these regions.
