aren't most streets designed this way? Perhaps not on purpose, but the design makes it so by default; it's just that the design of our streets et al were for normal weather and not the stuff we are having these days.... or perhaps some of these designs were??? Or perhaps allowed to continue knowing the chance for them being channels for weather and not autos were low, so no one would pay attention to the possibility? Add that it's usually better for the roads to turn into rivers than our entire neighborhoods turn into flood planes.
