My first thought was "where the hell is Boko Haram"? I had to Google it, and it turns out to be a "what", not a "where".
It seems to infest a large part of Nigeria where terrorism (apparently) is their main industry (I suppose it beats piracy).
I it's no surprise to me that they might want to 'legitimize' their operations, seeing as they've been so totally unsuccessful in doing that in other countries.
