During his visit to Mongolia Wednesday, Putin unveiled his seven-point peace plan for Ukraine.
"Humanitarian cordons should be opened to allow the movement of refugees and delivery of humanitarian cargo to cities and other settlements in Donbas," the Russian president said. "It should be possible to send teams of workers to the affected regions of Donbas in order to rebuild objects of vital and social infrastructure and to assist in preparations for the winter season."
In August, Russia delivered about 2,000 tons of humanitarian aid to the conflict-torn regions of Ukraine.
Moscow continues to insist on an immediate end to Kiev's military operation in eastern and southeastern Ukraine which was launched in mid-April in response to the regions' refusal to recognize the legitimacy of the new authorities that came to power following the February 22 coup.
According to the latest UN estimates, more than 2,500 civilians have died as a result of the conflict.

that being the u.s. and nato, had any initiative or a moral compass, they would be doing everything in their power to help make the eastern Donbas whole again... but, just as in Libya, Afghanistan or Iraq, and the world is witness to, the only method they know is death and destruction... total death and destruction, period!
