It is time for the European Union to stop calling the people of southeastern Ukraine "separatists," said the Russian Foreign Ministry in a statement on its website. "The EU still prefers to brand the population of southeastern Ukraine as 'pro-Russian separatists' and leave all our explanations unnoticed, Russia has repeatedly explained the purpose behind a number of our armed forces being near the Russian-Ukrainian border," the document said.

"We consider the persistent attempts by Brussels to punish the residents of Crimea and Sevastopol, for their fair and clear declaration in a referendum on the peninsula's fate, to be absolutely unacceptable," the Foreign Ministry said in regard to a Council of Europe statement on Ukraine passed on June 23, Interfax reports.

"If the EU is indeed interested in playing a serious positive role in resolving the Ukrainian crisis, it is time to start reconsidering its approach. It needs to adapt to the real situation and not fear inertia within the EU," the Russian Foreign Ministry said.

The Ministry described the statements adopted at the Council of the European Union on June 23 biased as far from reality. "Moscow has pointed out the 'conclusions' on the situation in Ukraine adopted at the session of the Council of the European Union on June 23," the Russian Foreign Ministry said in a report posted on its website on Tuesday.

"We have to state again that the evaluations given by Brussels of events in Ukraine and the continuing silence on facts that are 'inconvenient' for the European Union are biased, politically motivated and far from reality and the accusations made against Russia are ungrounded, if not clearly falsified," the Russian Foreign Ministry said.

"Our EU partners keep trying to fit the crisis in Ukraine into the narrow framework of a picture that is being carefully drawn in some capitals westward of Kiev," the Russian Foreign Ministry said.

"How else can we explain the absence in the 'conclusions' reached by the Council of the European Union of any mention of the deaths of dozens of children in the 'anti-terrorist operation,' on the many thousands of refugees that continue coming to the Russian Federation from Ukraine, the numerous violations of the Russian state border by Ukrainian military, and the outrageous attempt to storm the Russian embassy in Kiev?" the Russian Foreign Ministry said, Interfax reports.

By sending a police mission to Ukraine the European Union should realize a considerable share of its responsibility for the security situation in the country and understand that law and order should be ensured equally for all Ukrainians, the Russian Foreign Ministry said.

We expect that in any case Brussels will assume the understanding that law and order should be ensured equally for the entire Ukrainian nation without ethnic, religious, language and other differences and taking into account regional peculiarities," the Russian Foreign Ministry posted a statement on Tuesday.

On June 23 the Council of Europe decided at foreign minister level to send a two-year mission to Ukraine to assist training law enforcement authorities. At the same time, certain aspects of this mission have not been determined yet, the document said.

"According to preliminary plans the mission should be developed by late August," the Russian Foreign Ministry said.

"The 20th anniversary of the Partnership and Cooperation Agreement (PCA) [between Russia and the European Union] falls on a difficult stage in relations between Russia and the EU, whose actions cast doubt on the strategic character of our partnership. The EU decision to refuse further work on new EU-Russia basic agreement aimed to substitute the PCA is regrettable.

The work on drafting the document meant to enhance mutually beneficial ties in the interests of citizens and business circles of Russia and EU members was stopped in spite of the strategic interests of European nations," the Russian Foreign Ministry posted a statement on its website.

"We assume that the PCA remains the fundamental document of relations between Russia and the EU.

Up until today the partnership and cooperation principles stipulated in the agreement remain a guide for building cooperation between Russia and the EU, including amid the crisis settlement in Ukraine," the document said.

Kiev often deforms the position of the UN, presenting it in a favorable light for themselves, the Russia's permanent representative to UN Vitaly Churkin said on Monday, answering the questions of ITAR-TASS correspondent. According to the diplomat, the same case happened with the reaction of the UN Secretary General Ban Ki-moon to the peace plan of the Ukrainian President Petr Poroshenko.

In the statement, made by the Poroshenko's press service on Saturday, the General Secretary, during his telephone conversation with the head of the Ukrainian state, "expressed support for the initiative," and also "stressed the importance of such an element of the peace plan, as the establishment of a 10-kilometer buffer zone on the Ukrainian-Russian border."

"Unfortunately, Kiev authorities have a habit to represent the position of the international community, the UN position in a favorable light for them" said Churkin. "I would be very surprised if it turns out that the Secretary General mentioned this buffer zone, which was announced by the President Poroshenko. At least, because it is unclear what it means," continued the diplomat.

He recalled that a few months ago the Ukrainian authorities misquoted UN Special Coordinator Robert Serry, who visited Kiev. "So, it's not a good practice - these attempts to modify the position of the United Nations for it to be more suitable for Kiev authorities", said Churkin.

The official representative of the UN Secretary General Stefan Dyuzharrik on Monday did not comment on the statement, published on the official website of the President of Ukraine. Instead he urged to "follow the words of the Secretary General, that was provided by his official representative". In the press release, distributed by the United Nations a few hours after the similar statement of the Ukrainian side, it was said that Ban Ki-moon "praised President Poroshenko peace plan."
