A police officer in San Antonio has been arrested and charged with sexually assaulting a 19-year-old during a traffic stop.

KENS 5 reports that according to police, Jackie Neal, who is an 11-year veteran with the San Antonio Police Department, pulled the victim over and managed to get the woman to stand behind his squad car. San Antonio police Chief William McManus described what happened next as "unthinkable."

The victim contacted police and an investigation started.

The 40-year-old Neal was taken into custody by SAPD Special Victims' Unit detectives and was arrested on a warrant for sexual assault, a second-degree felony.

"I am angry. I am outraged. It's a punch in the eye to the police department, this kind of conduct," McManus said. "We won't tolerate it for a second. And I think the swiftness of the investigation and the arrest is indicative of that."

The arrest warrant affidavit states the woman said she was handcuffed during the alleged sexual assault, outside by the trunk of Neal's vehicle, according to KSAT.

During a media briefing, McManus said another woman also had made an outcry against Neal a couple of years ago, but then refused to cooperate.

The chief also said Neal had recently been suspended for three days and transferred to South Patrol for fraternization and McManus noted that Neal violated department policy by dating an 18-year-old woman a couple of years ago, who was in the Explorers program for young people interested in law enforcement careers.

Neal has been placed on administrative leave with pay. If he's indicted, McManus said the pay would stop.
