
A police officer has appeared in court after it is alleged he used his Taser gun on a 10-year-old schoolboy who refused to clean his patrol car.
Officer Chris Webb is accused of saying to the boy he would be shown 'what happens to people who do not listen to police' during the event at Tularosa Intermediate School in New Mexico.
He is then reported to have fired the 50,000-volt weapon at the boy.
Rachel Higgins, legal representative for the seven-stone boy, known only as RD, told Santa Fe County Court he had been suffering from post-traumatic stress disorder since the incident on May 4.
According to the complaint filed on behalf of the boy: 'Defendant Webb asked the boy, RD, in a group of boys, who would like to clean his patrol unit.
'A number of boys said that they would. RD, joking, said that he did not want to clean the patrol unit.'
Webb is accused of responding by aiming his Taser at the child before saying: 'Let me show you what happens to people who do not listen to the police.' He then allegedly stunned RD.
The complaint continued: 'Instead of calling emergency medical personnel, Officer Webb pulled out the barbs and took the boy to the school principal's office.'
RD's scars were described in court as similar to those of cigarette burns and Higgins told the court he was suffering from post-traumatic stress disorder.
She said: 'The boy, RD, has woken up in the middle of the night holding his chest, afraid he is never going to wake up again.'
Higgins added: 'No reasonable officer confronting a situation where the need for force is at its lowest, on a playground with elementary age children, would have deployed the Taser in so reckless a manner as to cause physical and psychological injury.
Both the New Mexico Department of Public Safety and Webb are being sued, with Higgins looking for punitive damages for R.D for battery, failure to arrange emergency medical care, excessive force, negligent hiring, training, supervision and retention and unreasonable seizure.
The case continues.

It appears that law enforcement, along with a plethora of other agencies (public AND private) in today's North America, and perhaps even the balance of this sphere itself, now deliberately select for psychopathy.
Planet Earth and humanity are steadily becoming irredeemable, and regrettably, I am beginning to perceive this to be the case for all entities at all levels of existence as they appear to choose to be a part of the "problem" rather than the "solution".
I mean if this is how the Universe is consistently balancing itself, such should be speaking volumes as to the true nature of Creation itself.
...Free will my arse, all are deliberately designed as they are and are merely conducting themselves according to their assigned natures. I hold that this has been the state of affairs since time immemorial ... those in the "higher" densities getting their rocks (stones) off on the gratuitous misery of those in the lower realms. I'm beginning to sense that (at all levels of density) that ethics is little if nothing more than fantasy, illusion to conceal the ideal the the forces of both Creation and Entropy are in cahoots and have long since declared war (pre-emptive strike) on humanity. Thus we exist as little more than their divine narcotic. I for one am completely fed up with being their crack/rock-cocaine in human form. If these cosmic fools (all the above and "beyond") do not have the good sense to genetically re-engineer themselves so that they lust after our happiness and well-being rather than our misery and privation, then, not only will there never again be a "Golden Age," assuming there ever was one to "begin" with, these cosmic deviants ought to have their "eternal souls" degassed for choosing to cowardly FEED the Evil rather than FIGHT/RESIST it. I mean to say that a fish usually begins to rot at the top. So whatever the agenda at the highest realms, I can only speculate that their true colours are already made manifest.
As the father of a former girlfriend back in 1975 (long story) once said "...And enough is enough."
Seriously, if the "Good" wasn't so pre-occupied with Feeding the "Bad" rather than Fighting it, perhaps It can begin to repair its credibility (at least for those of us that don't buy into that "soul-growth" horse-hockey) I apologise if this rather disturbing rant should happen to offend anyone. However, for me, this was simply a long time coming...
It has been said that "Evil" cannot exist in a vacuum. Could this be why Creation allows for at least a limited degree of the "Good" to exist in the first place? Note: I would really rather be proven wrong as regards to this diatribe. Such would really make for one of those "moments that take[s ones] breath away". Such evidence would be very welcome with considerable gratitude!
