Granted, it's safer to get out of buildings, especially if they're made out of brick and stone, during an earthquake but considering the military implications "will also prepare the public and ministries for other emergency scenarios," makes anyone standing out in the open - an easy target?
But if you're in a bus, one roll of the dice and it's mass genocide?
