- The Bushnev Doctrine - The statement given by the Bush administration to Congress and now available online, entitled "The National Security Strategy of the United States ," must be read to be believed. Its historical points are dubious, its economics misleading, and its social theory a heap of dangerous half- or third-truths. - The overriding theme is an arrogant presumption and a near-hysterical assertion of "world mission." This great mission is rooted in a peculiarly American religious heresy, whose language has been taken over by interested power-seekers and state-connected economic interests, who give many signs of actually believing their own propaganda.

After listening to another Coast to Coast show last night with Ed Dames it's time to clarify the facts of Ed Dames 'actual' part in the Government Remote Viewing program....as usual Art Bell is content to let this fraud 'Dr. Doom' Dames and his fantasy world on the show simply because he's good for ratings.

The facts about Ed Dames per Joe McMoneagle the original Government Remote Viewer:
1- There were seven commanders of the Government Remote Viewing unit from 1977-1995....none of them were named Dames.
2- Dames was a "monitor/interviewer" of remote viewers, not a remote viewer.
3- Dames was not the operations and training officer for the unit in 1983 as he wasn't then a member of the unit.
4- Dames assignment to the remote viewing unit was post 1984 and he is in no position to have any knowledge preceeding that time period - classified or otherwise.
5- Dames left the unit with a normal rotation to a new assignment in 1987 and had no further contact.
6- Dames had no connection with the research portion of the project at any time and knows nothing about it.

People save your hard earned money and forget about being suckered into his so-called remote viewer training programs because he isn't a remote viewer. C'mon Art show some integrity and stop having this fraud on your show and having such a reverential attitude with this joker. He may be good for your ratings but show some credibility and put an end to his appearances because he's ripping off a number of these gullible listeners that are convinced he's legitimate just because you say he is. Show some consideration for those listeners that take your word as their gospel. Dames is on the same level as the Kreskin's/Philip Klass's/Sean David Morton's etc. so stick to McMoneagle and Swann as guests when you want to feature remote viewing on your show. [SAXOMAN]

Comment: Yesterday I sent around the "Not in Our Name" statement and a link to the site to the email list of my high school graduating class. I received two "hatemail" responses as follows:

I wasn't surprised. I also wasn't surprised that the remarks were expressed so ignorantly. It is always such types that are both the supporters of Evil as well as its primary victims.

Anyway, as we have been discussing the nature of propaganda in the School for a number of days, and how and why it seems to be so effective on the "Joe Six-pack" and "Susy Housewife" types, a member wrote the following:

People are unconsciously led to believe a distorted view of the world, and they are not noticing that such a manipulation is happening. The reason why propaganda must go unnoticed is because, if this manipulation is noticed, it is no longer as effective as before.

Unnoticed propaganda are for example the *basic unquestioned premises*, which "everyone knows" and which go unquestioned. For example a basic premise is that the president makes the decisions, or that U.S. is a "democratic" country, which cannot become a fascist regime.

This type of propaganda shapes the way people perceive the world. It is very powerful. After a certain threshold is reached, the propagandized distorted worldview becomes self-sustaining. That is, people start to impose this 'way of thinking' upon each other, and most importantly upon their children. This is how the system is sustained, I think.

Since everyone is ill with the same mental disease, it becomes "normal" to have the disease. And since there is no reference point of how it is without the disease, hardly anyone tries or even realises that it is possible to heal it.

It is the same old trick: divide & conquer. Manipulate people, races, nations into conflicts and then step in and take over, once the conflicting parties are weakened from fighting each other.

This is also one of the reasons why Stalin supported Hitler. He wanted Nazi Germany to weaken as many countries as possible in Europe. There are many indications that Stalin was thoroughly planning an attack on Europe, and that Hitler's attack on the USSR came only a few weeks before Stalin's attack. The books of Viktor Suvorov prove this beyond the shadow of a doubt.

So, it's always the same: create two or more madmen and let them fight against each other. Who benefits?

Rush to War Ignores U.S. Constitution - Senator Robert C. Byrd sez: The resolution before us today is not only a product of haste; it is also a product of presidential hubris. This resolution is breathtaking in its scope. It redefines the nature of defense, and reinterprets the Constitution to suit the will of the Executive Branch. It would give the President blanket authority to launch a unilateral preemptive attack on a sovereign nation that is perceived to be a threat to the United States. This is an unprecedented and unfounded interpretation of the President's authority under the Constitution, not to mention the fact that it stands the charter of the United Nations on its head.

Representative Abraham Lincoln, in a letter to William H. Herndon, stated: "Allow the President to invade a neighboring nation whenever he shall deem it necessary to repel an invasion, and you allow him to do so whenever he may choose to say he deems it necessary for such purpose - - and you allow him to make war at pleasure. Study to see if you can fix any limit to his power in this respect, after you have given him so much as you propose. If, to-day, he should choose to say he thinks it necessary to invade Canada, to prevent the British from invading us, how could you stop him? You may say to him, 'I see no probability of the British invading us' but he will say to you 'be silent; I see it, if you don't.'

"The provision of the Constitution giving the war-making power to Congress, was dictated, as I understand it, by the following reasons. Kings had always been involving and impoverishing their people in wars, pretending generally, if not always, that the good of the people was the object. Alcoholics Anonymous has a name for someone who is a drunk in every way except for the actual imbibing of spirits. Whether George W. Bush is or was an alcoholic is not the point here. In this compilation of self-serving propaganda, Bush sounds off on critics who were “somehow questioning my courage in the face of danger” because he did not immediately return to the White House after the attacks. Bush calls his detractors “elites, these kind of professor types that love to read their names in the newspaper,” author Bill Sammon reports. President Bush watched in disbelief when New York Senator Hillary Rodham Clinton went to the Senate floor and brandished the infamous NEW YORK POST 9/11 headline: "BUSH KNEW". “What bothered me was the fact that somebody would be so irresponsible and kind of stirring up a bunch of wonderful Americans that somehow I wouldn’t have done what was necessary," Bush reveals in a new book set for release. "Yes, it bothered me.”

An understanding of Propaganda makes every word that issues out of Bush's mouth uttlerly transparent: "To whom should propaganda be addressed? To the scientifically trained intelligentsia or to the less educated masses? It must be addressed always and exclusively to the masses. The receptivity of the great masses is very limited, their intelligence is small, but their power of forgetting is enormous. In consequences, all effective propaganda must be limited to a very few points and must harp on these in slogans until the last member of the public understands what you want him to understand by your slogan. The art of propaganda lies in understanding the emotional ideas of the great masses and finding, through a psychologically correct form, the way to the attention and thence to the heart of the broad masses. In the Third Reich, the plausible assertion involved pointing to the unjustness of the Versailles Treaty, together with playing up an existing socio-political bias by affixing blame for Germany's current plight to the Jews, and calling for justice based on reclaiming lost territory and purging Germany of "alien" political and cultural forces that would stand in the way - all to be done through the strength and leadership of one man.

And so the masses were hammered again and again with slogans: Ein Volk, ein Reich, ein Fuhrer. Neither did the propaganda have to make much sense. One common poster read: "Marxism is the Guardian Angel of Capitalism. Vote National Socialist." If you were inclined to point out that Marxism and capitalism are opposite systems and that socialism and Marxism are indistinguishable in practice - as brave men like Wilhelm Roepke and Ludwig von Mises did - well, you must be a dissident intellectual and therefore you should probably be silenced.

A "dissident intellectual?" We must remember that Hitler, to guarantee the success of this fast despoliation, declared that the intelligentsia was to be liquidated. "It sounds cruel, " Hitler reportedly told Hans Frank, "but such is the law of life."

This leads us to think about what we call the New Age COINTELPRO program because, based on some extensive reading, it is extremely likely that seekers after truth both in Academia and in alternative research, are on a list somewhere to be "liquidated."

U.S. intelligence agencies received reports this week indicating Islamic terrorists have targeted American schools for attack, intelligence officials said. The reports indicate that the targeting includes plans to attack all levels of educational institutions in the United States, ranging from elementary schools to colleges and universities, said officials familiar with the reports. - Some officials questioned the veracity of the report but said U.S. intelligence agencies have to weigh all the reports carefully. Comment: We can't forget that this comes from the same gang that tells us that a Boeing 757 plowed into the Pentagon.

October 3, 2002 - I see on the news that Bush has won. We aren't really surprised. The speed with which he pushed his way through Congress suggest that it was just a little disagreement for show. The whole thing is a done deal. The Beast is mounting his throne. There is not much more we can say that Mike Ruppert hasn't already said in his eloquent essay.

There is not much joy this month in seeing that events over the last year have unfolded exactly the way I said they would. Having just returned from my 25th and 26th lectures since last November in New Haven, Conn. and at nearby Wesleyan University, I look back and see that for seven months I have been publicly stating that we would be invading Iraq by fall 2002.

I see that since last December, and in every lecture since my first at Portland State University, I have said clearly and unequivocally that we are witnessing a sequential war to control the largest reserves on a planet that is running out of oil.

I look back at our economic analyses and the two warnings we published on Sept. 9, 2001 and July 8, 2002 and see that the U.S economy is behaving exactly the way we predicted it would behave. And from our stories last month on Iraq and Saudi Arabia I see politics being played as a kind of theater of the absurd, as all of the pieces fall into place for a swift invasion of Iraq and a likely simultaneous occupation of Saudi Arabia's oil fields.

And there is no glee at all in the fact that, as we had clearly stated as early as mid-September of last year, that Afghanistan, which had virtually no opium growing on Sept. 11, is once again the world's leading producer. The great heroin epidemic we predicted is now flooding across Russia and Western Europe.

I note with little satisfaction that plans for mass vaccinations are moving ahead even as the federal government announces on the one hand a plan for "voluntary" immunization of the population within days of an alert, while at the same time pushing MEHPA (The Model Emergency Health Powers Act) through state legislatures. MEHPA would make it a crime -- possibly a felony -- to refuse those same "voluntary" vaccinations. And the punishment would be carried out by the states.

And a recent AP story headlined "Evidence Contradicts Bush 9-11 Denial," following on the heels of dramatic testimony by the charismatic and eloquent 9-11 widow Kristen Breitweiser, along with ever more damning revelations in the joint House Senate 9-11 intelligence committee have proved that FTW's allegations a year ago of foreknowledge were more than justified. Strange, isn't it, that it has now been classified as to what the president was told before the attacks? If he knew what we now know the intelligence agencies knew, he is at the very least a proven and untrustworthy liar. Bush's known actions before, during and since the attacks are impeachable offenses. Perhaps some brave member of Congress will ultimately take to the floor and say so.

Anything is possible as the economy approaches a near-certain meltdown this October, which may well see the Dow below 6000 after devastating third quarter earnings reports become official and the explosion of a $50 trillion derivatives bubble occurs. I can see no better combination of factors than a bloody war, threats of or actual terrorist attacks, and draconian health legislation that will allow for the immediate confiscation of property and the uncontested quarantine of anyone as convenient methods to control an angry population that may soon be going hungry and cold. President Bush has made it clear that he wants the Homeland Security Act -- with all of its suppressive powers -- signed before the Iraqi invasion and, as of Oct. 1, we will have the Northern Command in place that will place both Mexican and Canadian troops under U.S. command.

There has been some hope that dramatic last ditch efforts in the U.N. and elsewhere, together with an increasing number of significant protests both in the U.S. and Europe might derail the plans for war. They may actually delay the invasion for a short while, but that's all. A wise analyst will follow the troops rather than the rhetoric. The massive buildup for the invasion has continued unabated. These troops cannot remain so heavily forward-deployed for long without being used. Recent convenient deployments to Yemen and Djibouti only confirm my previously-stated suspicions that Saudi Arabia is just as much a target as Iraq.

The Asia Times, in a story published Sept. 30, also confirms the position taken by FTW about eight weeks ago that the move against Iraq and Saudi Arabia is a move to break the back of OPEC and drastically reduce prices by increasing production from the only two countries in the world that can open oil taps wider. This position was also noted on a Sept. 28 Fox News show by former CIA Director James Woolsey, who has had a habit of addressing FTW themes in interviews. Woolsey noted that Iraq is currently exporting only 1 million barrels of oil a day and that this could be increased by 3- to 4 million barrels per day as a price "control" measure. When asked if Saddam might scorch the earth and attempt to destroy his oilfields Woolsey replied, "Saddam is capable of anything." He then implied that the U.S. was prepared for that contingency by recalling that Saddam had tried that tactic in 1991, and the U.S. had quickly restored production. "But we could do the same thing again," said Woolsey and "get the fields online quicker than anyone thought."

As the invasion plans appear more and more unstoppable, the heavy shuttle diplomacy taking place in the Arab world between Egypt, Syria, Saudi Arabia and other Muslim states indicates that the OPEC/Muslim world sees the plan also. They want to slow the U.S. down and prevent the invasion. While staving off an inevitable collapse of the U.S. economy by drastically reducing oil prices (including heating oil and fuel for power generation) just before winter, the Bush Administration would also gut the national incomes of most countries in the region. Our immediate economic instability would be immediately transferred to the Middle East. The Saudi monarchy, awaiting the imminent passing of King Fahd, must see this clearly. The civil war between Princes Abdullah and Sultan that looms from that event alone might turn into anarchy if the Saudi government is suddenly unable to meet the domestic financial obligations that keep it in place.

What seems clear to me now is that the administration has thought through all of these contingencies and has prepared for them. The administration's arrogance is as frightening as its power. I have recently learned from trusted sources on Capitol Hill that the Armed Services committees have quietly begun planning for a reinstitution of the draft. That harkens back to my June 2000 essay, "When the Children of the Bull Market Begin to Die." The eventual drafting of our youth is to me as much a certainty as anything else I have written about thus far. Reserve units, now having been called up for more than a year, are nearing the breaking point. A bloody and protracted war -- something the rest of the world may now be hoping for -- will overextend our military, and the draft will be essential as the criminals occupying the Executive Branch desperately attempt to make their grasp meet their reach. I think that there is better than a 50-50 chance that nuclear weapons will be used on the battlefield by either the U.S. or Israel within the next six months.

Russia and China wait as close to the sidelines as possible. China will be the ultimate endgame as it competes with growing demand for dwindling supplies of energy. And should the U.S. stumble, China will exert herself even more on the world scene.

I am reminded of where this country was in 1967-68 as the U.S. government, faced with massive domestic riots over civil rights and anti-war protests, found that it had 550,000 troops overseas and not enough at home to keep the peace. It was then that the assassinations of MLK and RFK became both inevitable and necessary. As yet, no leader of such stature had emerged, and I don't know if one will. Rep. Cynthia McKinney of Georgia, ousted by a clever and well executed plan, was one hope. But the ruling elite's science of population and political control has come a long way since the 1960s.

Most of our critics, notably David Corn of The Nation and self-anointed media critic Norman Solomon, have gone silent as both our reporting and predictions have been completely validated by events. And both Corn and Solomon have also revealed themselves to be agents of the U.S. State Department run by Colin Powell and career covert operative and criminal Richard Armitage. Last November in a story published on Alternet Corn wrote, "I had been dispatched to Trinidad by the U.S. State Department to conduct a two-day seminar on investigative reporting for local journalists (your tax dollars at work!)..." And just recently Norman Solomon of the Institute for Public Accuracy traveled with sitting congressman Nick Rahall and others on what CNN described as an official delegation to meet with officials of the Iraqi government.

I make these points because it seems to me that the learning curve of activism has not matched that of the oppressor. It is true that the Internet may prove itself to be the saving grace of mankind. But I look back at all the dedicated activists of the last 30 years and ask what have they accomplished? Human rights are worse. The environment is worse. Globalization is batting near 1000. Military spending has skyrocketed. And there seems to be nothing that can stop the empire's progression. (That is what I labeled it in January 2001).

Visionaries like Catherine Austin Fitts (www.solari.com) continue to demonstrate how our government is not a government but a criminal enterprise run for the benefit of corporations and syndicates. Her writing about alternative economic models that succeed without killing attracts far too little attention. And while FTW is growing, we are constantly short of funds as we continue to provide the most accurate reporting, analysis and predictions in the marketplace of ideas.

This is all because most of the people in this country still avoid the hard realities and try to cure symptoms rather than the causes of this great illness that envelops our country. Just recently I was in Washington, D.C. and attended several seminars at the Congressional Black Caucus. One seminar, on COINTELPRO, the FBI's domestic suppression operation of the '60s and '70s, featured Martin Luther King III who said, "We are a sick nation. Every day we are getting sicker."

I could not agree more.

But Julius Caesar has crossed the little river called the Rubicon with his legions and is heading toward Rome. The Republic is dead. And throughout human history it was at these times, when answers were hard to find and darkness seemed unstoppable, that a part of the human spirit persisted -- "I will not give up. I will not go quietly. I will not surrender." It was at these moments that faith demonstrated its true power, that courage found itself in the heart, and that the human race justified its existence in the universe.

UK Guardian - The American people are more opposed to their president's war plans than the rest of the world may be aware.

NOT IN OUR NAME - Readers of The New York Times woke up one Thursday morning a few weeks ago to find a full-page ad featuring a virtual Who's Who of artists, activists and academics protesting post-9/11 policies of President Bush. Under the headline: "Not in Our Name," more than 500 people put their own name forward to object to U.S. foreign and domestic policies "which pose grave dangers to the people of the world," and urged others to protest as well.

More than 4,000 signed this declaration for independents. (The complete list is available on www.nion.us.) Since the ad - which cost $38,000 - appeared, more than 1,500 have signed on.

"People have been longing for this," says Clark Kissinger, a spokesman for the group that created the statement. "Everybody has been waiting for someone to stand up and say the emperor has no clothes, and that's what you have here. It's a statement that basically repudiates the whole direction of things. This is not about terrorism or protecting the American people. It's about American empire-building."

Please, visit the site, sign the statement, view the list of signers which includes many famous people who are contributing to this movement. Donate (paid ads in the NY Times cost big bux. This is what we need to overcome the media manipulation!)

Download, print and distribute the statement to as many people as you can. Mail hardcopies of the satement to your representatives. It's time to flood them with paper since emails aren't even read, much less answered personally. Send copies to your state, county and city governments.

US artists damn 'war without limit' - A group of leading American writers, actors and academics have signed a statement strongly criticising their government's policies since September 11. It is an indication of a growing feeling that the administration is promoting its own agenda on the back of the attacks. Oliver Stone, Martin Luther King III, Gloria Steinem, Noam Chomsky, Edward Said and Rabbi Michael Lerner have added their names, making this the widest ranging group of opponents of government policy since September 11.

Al Martin's book "The Conspirators" is a secret history of the late 20th century and an uncensored version of what really goes on in the back rooms of realpolitik brokers and go-fers. - In his book, Al writes that contrary to popular belief, ONI is the most powerful US intelligence agency. "The ONI already had a deep existing covert illegal structure. They had a mechanism before the CIA even existed. They had contacts in foreign intelligence services and in foreign governments that the CIA never could have hoped to obtain." -

Comment: Those of you who read Dolan's book will notice that the ONI comes off as looking like a dumb country cousin. This is intentional. The Air Force was set up to "take the heat" of the UFO problem, and the CIA, FBI, NSA, and others are just smoke and mirrors operations. Just notice that Bush Sr. was a Navy man and follow the threads of the purported Philadelphia experiment. Compare the symbology also, of the Skull and Bones as the "Jolly Roger," or a "Pirate Navy." Al Martin sez that the ONI is opposed to the Bush faction. C's say different. My guess is that this is the one reason he has been allowed to write this book...

A reader corrects: Martin's book does NOT say that ONI is opposed to Bush faction. Read the book first. They are intersecting factions like a venn diagram. The Bush Cabal is composed of black ops and bureaucrat types in many federal agencies most notably Defense, State and Justice.They siphon money out of the government into offshore slush funds. Comment: My remarks above did not say that Al Martin's book said that the ONI was opposed to the Bush faction. I said that Al Martin said it. In the interview with Al Martin linked above he says:

"The only people the CIA wouldn't step on to accomplish their aims was ONI. They would easily subvert an FBI or DEA investigation, but never ONI, because they were frightened of them." - "ONI is where the real deep control is. It's where the real deep secrets are kept. That was what ONI always did the best. Keeping secrets. Accumulating secrets. Warehousing secrets for the purposes of control."

"When I asked him 'what secrets?' he replied, "One thing I can tell you is the ONI was instrumental in dethroning former Mexican President Louis Portillo. Portillo got very friendly with George Bush and the CIA, and ONI had never alligned with the Bush faction. I know what people think, but that's not true. From what I can tell, it has never been alligned, but has always been hostile to that Eastern Country Club Bush Cabal and their friends in the CIA. The Bill Casey faction is the George Bush-Allen Dulles Faction."

Can we get a mandate from the UN on THAT? Can we get a mandate to demand public investigation of just WHO was responsible for covering up the fact that no Boeing 757 crashed into the Pentagon? Can we get a mandate to learn what really happened to Flight 77?

President Bush has warned that Washington would move to oust Saddam on its own if the United Nations fails to act. Comment: I have a better idea. Congress should move to oust Bush. And, if they don't, the American people should vote to oust their representatives!

Outside the United States and possibly Britain, there is little support for regime change, the Bush administration's goal. Indeed, Bush spokesman Ari Fleischer yesterday openly invited the assassination of Hussein by the Iraqi people, just one day after the French foreign minister argued in a newspaper column that regime change was immoral.

UN and Iraq strike arms inspections deal but US goes into "thwart mode" - The United States and Iraqi leader Saddam Hussein also stepped up their sparring. The White House said it would not object if Saddam was shot or driven out of power by his own people. Saddam said US leaders should consider why they are so hated around the world. Comment: We really need to ditch this Bush Gang and get on with the business of our own problems. This Bush bully and his distractions from what is really wrong with America and what we could really fix instead of putting all Americans at greater risk of terrorism is becoming excruciatingly tedious. Let's just impeach him and his gang and be done with it.

US to be exempt from war crime court - Britain yesterday won its battle to allow EU countries to exempt Americans from a new international war crimes court, in a move designed to defuse a fierce transatlantic rift over the tribunal. The decision will allow each of the 15 countries to strike individual deals with the US, providing they stay within common guidelines. Ministers admitted they had no guarantee the US would be satisfied with yesterday's compromise.

New U.S. policy could prompt allegations of racism. - Such charges could slice through the international support that Washington needs to retain and nurture in its fight against terror and that is already being put to the test as it seeks backing around the world for a war against Iraq. - Some may wonder whether doing business, even taking a holiday to see the Statue of Liberty, is worth the tedious, time-consuming process of entering a United States gripped by fears of a new wave of Sept. 11-style attacks.

"I promised myself that I would not travel to the U.S. until they learn the difference between terrorists and Muslims," veteran former Malaysian newspaper editor Datuk Kadir Jasin told Singapore's Straits Times after three hours of interrogation this year at Des Moines International Airport in Iowa. -

"At the start after 9/11, the goodwill and support against terrorism was very broad," said one Asia-based analyst who declined to be identified. "At first there was just al Qaeda, but now suddenly it is being linked in the most tortuous way possible to Iraq and that is leading to possible conspiracy theories about a much larger American agenda," she said.

Iraq said on Tuesday U.S. and British threats of military action would not intimidate it into accepting a possible new U.N. Security Council resolution drafted by Washington. - "To the evil ones...we clearly say that if they imagine that drums of war which they are beating...may push Iraq to concede its national rights and what has been guaranteed to it by the U.N. charter and relevant Security Council resolutions, they are mistaken," said a statement issued after a cabinet meeting chaired by President Saddam Hussein. "If they imagine that their evil pressure may push Iraq to accept the unacceptable, including a new resolution, if it is issued under their (U.S.-British) pressure...they are even more mistaken," said the statement, carried by Iraqi television. Comment: Again we see the evidence that Bush's agenda is war at any cost in the Middle East. And, since it is pretty clear that he isn't REALLY after arms reduction, we have to speculate on what he is really after. A lot of people say it's oil. Well, maybe that's part of it but he is risking an awful lot for just oil. Again we say that the REAL Bush-Skull and Bones-Rockefeller agenda is, as it always has been, to commit genocide on the Semitic peoples. Pretending friendship with the Jews, the Bush gang are offering the Trojan Horse that will lead to the destruction of Israel. Bush is the False Prophet of The Beast in the Book of Revelation.

Iraqi Deputy Prime Minister Tariq Aziz has said his country would fight "very effectively" if attacked by the United States. - Iraq has said the U.S. is determined to launch military action against them to carry out Washington's stated policy of "regime change."

The Orlando Police Department said Tuesday it is putting its drug investigation of Noelle Bush, the daughter of Florida Gov. Jeb Bush, on "inactive" status. The decision comes a day after a state court judge ruled that staff members at the drug treatment center where Bush is being treated do not have to cooperate with the investigation. - Orlando police said putting the Bush case on inactive status means "there are no other investigative leads that would require the investigation to continue." Homeland stalemated in Senate - legislation creating the Homeland Security Department remains mired in a Senate stalemate over labor rights. - Sen. Joseph Lieberman of Connecticut, chief sponsor of the Democratic homeland security bill. - Bush's unwavering insistence on broad powers over thousands of government employees is to blame for the stalemate. - "They say, 'It's either our way or no way,"' said Sen. Byron Dorgan, a North Dakota Democrat. "It's nonsense. There's no reason we can't have a compromise." - The central issue remains Bush's demands for greater authority to hire, fire and deploy the new agency's estimated 170,000 employees and to exempt them from union bargaining agreements for reasons of national security. - Democrats, who control the Senate, say Bush's proposals would effectively wreck many civil service protections in the new agency and amount to an assault on union bargaining rights. Bush has threatened to veto a Democratic bill that doesn't include the powers.
