Hurricane Maria batters Puerto Rico as dam failure fears prompt the evacuation of 70,000 people

A terrifying torrent of water swept through Puerto Rico after a dam failed at Lake Guajataca in the northwest region.

Water was seen sweeping through the municipalities of Isabela and Quebradillas after the dam sustained structural damage from Hurricane Maria.

Nearly 16 inches of rain fell in the area, significantly raising water levels on the 90-year-old dam.

Earlier, Puerto Rican authorities had scrambled to evacuate as many as 70,000 people after the National Weather Service warned that failure of the dam was 'imminent' and could lead to 'life-threatening' flash flooding.

The National Weather Service first learned of a 'contained breach' during a Friday afternoon inspection and said a full breach would result in large peak flows that could reach the coast in under 12 hours.

Days after Hurricane Maria pounded the island of Puerto Rico, killing at least 10 people, authorities are starting to see firsthand the scope of devastation that left the US territory off the grid. Without power and communications in much of the island, millions of people, including city leaders and first responders, have been cut off from the world since Maria hit Wednesday.

Authorities flew over the island Saturday, and were stunned by what they saw. No cellphones, water or power. Roads completely washed away and others blocked by debris, isolating residents. "It was devastating to see all that kind of debris in all areas, in all towns of the island," Jenniffer González, the island's non-voting representative in Congress told CNN.

"We never expected to have a lot of debris in so many areas. A lot of roads are closed, older ones are just gone," she added. At least 10 people have been confirmed killed by the storm, according to Gov. Ricardo Rosselló's office. Roselló met with more than 50 mayors and representatives from across Puerto Rico on Saturday.

Some described the conditions in their communities as "apocalyptic" and said there have been incidents of looting in both homes and stores. "We know a little more today than we did yesterday," Rossello said. "This is going to be a long road." A dam is in danger of collapsing, adding to the crisis.

Lightning strikes kill at least 11 in 3 districts of Bangladesh in a day

In Dinajpur, eight were killed as lightning struck them in separate areas of the district in the morning.

Of them four were killed at Bochaganj upazila. The deceased are Bonita, 35, Kushal, 16, Sukradi, 30, and Meser Ali, 32. Bochaganj police station Officer-in-Charge Arzu Mohammad said the four were killed while they were working in the field.

On the other hand, three were killed in Birol upazila as lightning struck them while they were working in the field during the rain. The deceased could not be identified yet, said Abdul Majid, officer-in-charge of Birol police station.

Another unidentified man was killed in Chirirbandar upazila as lightning struck him in the morning.

A major hailstorm hit the city of Teruel in the Aragon region of eastern Spain on Friday, September 22, 2017 leaving hail accumulation of 50cm in places.

The hailstorm began at about 21:00 (CET) and was extremely intense for about 15 minutes, followed by another 15 minutes of heavy rain according to El Pais. Within a few hours the temperature had dropped from 24 °C to just 8 °C.

Four people were treated for hypothermia when a driver became trapped under a bridge during flash flooding. Firefighters had to rescue drivers on the San Julián rambla and other streets, where many cars were stuck in the ice. Snowplows were dispatched to some areas to clear the thick layer of hail.

Still a Category 3 storm on Saturday, Hurricane Maria was rolling northward away from the Bahamas on a path that could affect parts of the U.S. East Coast next week. Maria pummeled the Turks and Caicos Islands early Friday, its western eyewall passing over the capital city of Cockburn Town. For the first time in several days, Maria poses no immediate threat to land. At 11 am EDT Saturday, Maria was located about 320 miles east of Nassau, The Bahamas, moving north-northwest at 8 mph. Maria's top sustained winds had dropped to 115 mph, putting it at the low end of the Category 3 range.

Maria was not a classically symmetric hurricane on Friday night, but its appearance on satellite had become dramatically stronger by midday Saturday. Very strong thunderstorms (convection) were wrapping around Maria's ragged, 35-mile-wide eye. As is typically the case for hurricanes moving poleward, Maria's wind field has been gradually expanding. Hurricane-force winds now extend up to 60 miles from Maria's center, with tropical-storm-force winds extending out some 200 miles to the northeast of the center. Maria has been successfully fending off moderately strong wind shear of around 15 knots, with the help of its well-established structure as well as very warm sea surface temperatures (SSTs) of 29-30°C (84-86°F).

Left to fend for themselves a day after Hurricane Maria ravaged Puerto Rico and forced them into a primitive existence, San Juaneros took to the streets Thursday to do what they say Caribbean people do best: Inventar. Figure it out.

No electricity? A mustachioed man in a white undershirt played traffic cop at a Santurce intersection. No ambulances? A daughter borrowed her brother's SUV to race her frail mother from the La Perla neighborhood to a hospital. No debris removal? A physician and two neighbors borrowed garden tools to clear main Condado thoroughfares on their own.

With the enormity of Maria's destruction still unknown even to the overwhelmed Puerto Rican government, the capital's storm-dazed residents ventured outside Thursday, clogging roadways while trying to bring some semblance of order to their bruised city.

Their task was so massive some just wandered the streets, gawking.

Comment: Meanwhile officials are rushing to evacuate tens of thousands of people from their homes in western Puerto Rico after Hurricane Maria inflicted structural damage on a dam and unleashed "extremely dangerous" flash floods.

Some 70,000 residents in the municipalities of Isabela and Quebradillas were being evacuated by bus after a crack appeared in the nearly 90-year old Guajataca dam.

"It's a structural failure. I don't have any more details," Governor Ricardo Rossello said from the capital, San Juan. "We're trying to evacuate as many people as possible."

"This is an EXTREMELY DANGEROUS SITUATION. Buses are currently evacuating people from the area as quickly as they can," the US National Weather Service tweeted on Friday .

In a later message, the NWS tweeted: "All Areas surrounding the Guajataca River should evacuate NOW. Their lives are in DANGER! Please SHARE!"

More than 15in (nearly 40cm) of rain has fallen on the mountains surrounding the Guajataca dam, swelling the reservoir behind the nearly 90-year-old dam, which holds back a manmade lake covering about two square miles (five square kilometres).

The eye of Hurricane Maria exited Puerto Rico on Wednesday afternoon, but only after carving a vicious path that toppled trees, sheared roofs, engorged rivers and obliterated the electric grid - cutting off power for the entire island of 3.5 million people.

By 2 p.m., the weakened storm had moved into open water but the danger was far from over.

The top winds were still clocking in at 115 miles per hour - still a major life-threatening Category 3 storm - and punishing rain was expected to drench Puerto Rico through the rest of the day. The U.S. National Weather Service was predicting up to 18 inches of rain through Friday, with "life-threatening flash floods and mudslides." News footage showed the muddy Guayama River overflowing and rushing in a brown torrent down streets .

"The truth is the danger continues," Gov. Ricardo Rosselló told the island's largest newspaper, El Nuevo Día. "It's going to keep raining hard. Flood zones are at critical levels. We're still going to have a full day of rain."

Puerto Rico battled dangerous floods Friday after Hurricane Maria ravaged the island, as rescuers raced against time to reach residents trapped in their homes.The death toll has climbed to 33, including 15 in Dominica, three in Haiti and two in Guadeloupe. Although the southeast coast suffered the worst damage, no part of the island escaped the storm's wrath. Of the 27 river gauges on the island, 13 of them are in flood. The National Weather Service reported rainfall of between five and 7 inches an hour.

Maria has already torn through several Caribbean islands, claiming the highest toll on Dominica, which has a population of around 72,000 and has been largely cut off from the outside world.

12 dead, 92 missing as flooding hits eastern Congo following torrential rain

At least 12 people died and 92 were missing after heavy rains caused flooding in two villages in eastern Democratic Republic of Congo, an official said Wednesday.

"The provisional toll after torrential rain hit the villages of Bihambwe and Matanda in Masisi Territory is 12 dead, 18 injured and 92 missing," said Julien Paluku, governor of Nord Kivu province, where the villages are located.

The rain started on Tuesday, causing a river to flood, local residents told AFP.

"The rain began in the afternoon, forcing those coming back from the fields to take shelter in homes near the river. The flooding caught them by surprise," said Joseph Ndabita, a resident of Bihambwe.

He told AFP he had counted "10 bodies and (seen) others being swept away by the strong current towards the river."

Lightning strike kills civil servant in Kwara, Nigeria

A 47-year-old civil servant, Salami Adekunle, was on Thursday struck to death by lightning in Oro, Kwara State, the News Agency of Nigeria reports.

NAN gathered that the deceased was, until his demise, a staff of the Registry Department of the College of Education, Oro, in Irepodun Local Government Area of the state.

The deceased was said to be leaving the institution's examination office for the registry department at about 10a.m. when the incident happened during a downpour.

The body of the deceased, who hailed from Ilesa in Osun State, was sighted lying on the spot of the incident.
