• No payroll taxes … making OPT workers cheaper than U.S. grads.
• No prevailing wage requirement … employers can legally pay less … or nothing at all.

Meanwhile, U.S. STEM unemployment is climbing past 7% for some majors.

This isn’t a “skills gap.”

It’s a policy-created labor discount.

OPT, H-1B, L-1, and offshoring are all pulling in the same direction … and American grads are the ones losing.
