Police believe a 28-year-old woman who died after a dog attack was walking a number of dogs at the time.
Surrey Police detained eight dogs in Caterham, Surrey on Thursday afternoon and they remain in custody. Officers have identified their owners, but no arrests have been made.
The force previously reported seven dogs had been detained.
A second woman was taken to hospital for treatment for dog bites and has now been discharged.
Inspector Lyndsey Whatley, borough commander for Tandridge, said: "This is a tragic incident where a young woman has sadly lost her life and our thoughts are with her family and friends.
The terrifying tornado began as a thin funnel, but as it grew stronger, it quickly transformed into an hourglass-shaped tornado.
A light drizzle was falling in the area in the city of Duba as the landspout was captured on ominous video sucking up dust and shooting it toward the sky.
It's the first time I've seen a tornado this big in Saudi Arabia, according to worker Angelito Luna.
"It was rotating so rapidly."
Santa Rosa residents Annie Roche and Omar Rogers took the video Tuesday afternoon in the Ocean Cove area north of Jenner.
"To be honest I felt nothing but pure awe and amazement," wrote Rogers in an email about the sighting. "We just sat and wondered about the raw power and unimaginable force we were witnessing. Nature unfolding like this brings to mind thoughts of eternity."
According to the National Weather Service, waterspouts like the one in the video are called tornadic waterspouts, and are essentially tornadoes that form over water during storms like the recent atmospheric rivers that pounded Northern California, though they are rare for the region.
The images correspond to the town of La Leonesa and expose the front of the storm that in a matter of a few minutes broke out in the city as well as in various parts of the province. Currently, a meteorological alert is in effect throughout the territory.
The province is affected by storms of varying intensity, some locally strong. They will be accompanied by intense gusts, occasional hail, strong electrical activity and, fundamentally, abundant rainfall in short periods. Accumulated precipitation values between 20 and 40 mm are expected, and may be exceeded occasionally.

A large and destructive tornado ripped through the Selma, Alabama, area Thursday afternoon as a severe weather outbreak struck the southern United States.
Selma, located about 40 miles west of Montgomery, was in the path of a large and extremely dangerous tornado around 12:30 p.m. local time on Thursday. Emergency response teams in Selma were providing assistance and cleaning roadways as of Thursday afternoon, according to an online post by the city.
Residents across Selma were told to seek shelter and avoid traveling on area roadways. Downed power lines were also reported throughout the region.

Tahoe ski resorts are reporting up to 2 feet of snow, some a little more, some a little less, and the National Weather Service in Reno has a winter weather advisory in place from 10 a.m. to 10 p.m. Wednesday for more accumulation, including 2 to 5 inches at lake level and 5 to 10 inches above 7,000 feet. The evening work commute may be impacted. Strong winds are expected to gust as high as 70 mph which the service said could lead to extensive tree damage.
According to the Tahoe Snow app, Heavenly Mountain Resort has received 26 inches of snow in the past 24 hours with Palisades Tahoe reporting 21 inches, Kirkwood Mountain Resort 19, Sierra-at-Tahoe 16 and Northstar California reported the most at 27 inches.

Authorities at Jungle Hut Park in Palm Coast, Florida oversee the removal of a 21-foot orca that became beached and lost its life.
The orca, which beached itself and subsequently died on the coast of Jungle Hut Park, is currently undergoing a necropsy and removal process.
Deputies are on scene south of Jungle Hut Park in Palm Coast after a 21-foot orca whale beached itself this morning. It has since lost its life," the sheriff's department said via social media.
The Flagler County Sheriff's Department has enlisted outside help in removing the massive sea animal's corpse.

Thunderstorms were drenching northern California Tuesday afternoon with more rain expected Wednesday and Thursday. Across the state, more than 20 million people are under flood alerts as the risk of mudslides also spreads to the Los Angeles and San Diego areas.
"Scattered to widespread instances of flash flooding will be possible, especially near steep terrain and burn scars," the Weather Prediction Center said Tuesday afternoon.
Roughly 34,000 remained under evacuation orders statewide, California Gov. Gavin Newsom said in a Tuesday afternoon news conference.
