Heavy rains in southern Ecuador caused the Malacatos and Zamora rivers to overflow, damaging buildings and collapsing a bridge.

A cleanup operation began on Tuesday in southern Ecuador after heavy rains caused the Malacatos and Zamora rivers to overflow.

Floodwaters damaged multiple buildings, and a bridge collapsed, the National Secretariat of Risk Management (SNGR) reported.

The city of Loja, home to 215,000 people, was among the affected areas. Authorities warned of more heavy rainfall expected on Wednesday, urging residents to remain cautious.

As crews worked to clear debris, locals braced for further potential flooding in the Andean region near the Peruvian border.

The persistent storm, and in particular Thursday's rain, has wreaked havoc on the city of Tijuana leaving behind landslides, downed trees and power lines, countless traffic accidents and flooding throughout the city, according to Tijuana's civil defense department.

One man was sent to the hospital when a falling power line landed on him.

Firefighters say they have responded to dozens of traffic accidents including the rescue of passengers in eight cars that got stuck in a flooded intersection.

Civil defense officials say at least four power poles have collapsed knocking out electricity to dozens of neighborhoods.

Turkish official pledges to enact law to cull stray dogs after 2-year-old's death

Turkey's interior minister is vowing to implement a law to remove stray dogs after the death of a 2-year-old child last week.

What is the 'massacre law'?

Labeled the "massacre law" by animal welfare groups, the legislation was passed by parliament in 2024 requiring municipalities to collect stray dogs and house them in shelters to be vaccinated, neutered or spayed before making them available for adoption.

According to the Associated Press, dogs that are in pain, terminally ill or present a health risk to humans will be euthanized. Although this legislation was passed last year, municipal authorities have only partially enacted it.

Guatemalan authorities evacuated around a thousand people on Monday after Central America's most active volcano erupted, spewing lava, ash and rocks.

Residents with traumatic memories of a deadly eruption in 2018 sought refuge after the Fuego volcano exploded spectacularly 35 kilometers (22 miles) from the capital Guatemala City.

"We heard the rumblings and then a strong eruption," Manuel Cobox, 46, told AFP after leaving his home with his wife and three daughters.

Some 125 families, around 900 people, were moved to safety from the community of El Porvenir, said Juan Laureano, a spokesman for Guatemala's disaster coordination agency, Conred.

Residents of another community in Las Lajitas were also evacuated, the official added.
