Rain pounded the region on Sunday ahead of the arrival of Tropical Storm Cristobal, which has already spawned a tornado in Florida and threatened more twisters along with high winds and storm surge.
Roads flooded in coastal Louisiana and Mississippi, and thousands were without power even before the storm made landfall.
Forecasters warned the storm would affect a wide area stretching roughly 180 miles (290 kilometres) east into Florida and would arrive late on Sunday, but they do not expect it to grow into a hurricane.

The lightning bolt first struck a tree and moved laterally to strike Mount, Reiter said.
Jeanette Ambrose, 78, lives in the bush near Dubbo and regularly interacts with and cares for native animals.
She has been living on the property, known as Daybreak Wildlife Sanctuary, for 40 years and during that time she hand-reared some of the wombats that played the character Fatso on the long-running series A Country Practice.
Jeanette is no stranger to the iconic Aussie marsupial, which is why she was delighted when her daughter Kim, who was in a cabin on the property, called her one morning to tell her there was a wombat wandering around.

The place 'where Jesus miraculously fed the 5,000' has been totally submerged by flooding, forcing archaeologists to abandon the excavation site. Pictured, the flooded El-Araj site
Bethsaida — hometown to disciples Andrew, Peter and Philip — was reputedly where Christ performed the miracles of feeding the multitude and helping a blind man see.
Archaeologists have been working to prove that the lost ancient town once stood at El-Araj, an excavation site on the northern shore of the Sea of Galilee.
However, their efforts have ground to a halt after heavy rains caused the Sea of Galilee — also known as Lake Kinneret — to flood the site.
Lead archaeologist Moti Aviam of Kinneret College said that there was no way digging could continue this year.
'During the past 30 years, the amount of the rain in Israel was not enough to bring the lake to its full capacity,' he said.
'This year it happened. All of our excavated squares, even the highest — the mosaic floor of the Byzantine church — were covered.'
The inclement weather forced people to rush indoors as the capital town recorded 78 mm rain (74 mm in just two hours).
The hailstorm caused a sharp fall in the mercury and the day temperatures stayed five to six degrees below normal. Fruit and vegetable growers were on tenterhook as stormy conditions are catastrophic for apple stone fruit and vegetable crops.

Comment: A day earlier 16 were killed by strikes while 24 hours prior to that at least 25 succumbed to hits.
