Heavy rains wreaked havoc across Kuwait Friday, resulting in massive flooding of major highways, streets and neighborhoods. The Minister of Public Works Hussam Al Roumi resigned in the wake of the crisis, reported local Arabic newspapers and the Kuwait National Guard was called in to help as roads and homes were flooded, vehicles submerged and emergency services stretched to the limit responding to flash floods in various parts of the country.

Kuwait has received 33.70 millimeters of rain within the last 24 hours, reported Kuwait's Directorate General of Civil Aviation, Meteorological Department with rain still failing as of 10pm local time. The semi-arid country typically receives around 21 millimeters of rainfall for the entire month of November.

The National Environment and Planning Agency (NEPA) is reporting that three of four dolphins that were reported stranded off the coast of St Thomas over the past three days have died. This was despite valiant efforts to save them.

According to NEPA, the dolphins washed up along the White Sand Beach in Holland Bay, St Thomas between Monday and Wednesday morning. The dead dolphins were confirmed to be pygmy killer whales (Feresa attenuata) which is a smaller member of the oceanic dolphin family.

In the first incident on Monday, NEPA said it received reports that three dolphins were stranded on the beach. On their arrival, NEPA personnel discovered that two of the animals had already died. In a statement Thursday, NEPA said several attempts to refloat the third dolphin failed. It was subsequently euthanized. In the second incident on Wednesday morning, NEPA said it received reports of another stranded dolphin. A response team from NEPA, the Veterinary Services Division and the University of Technology responded. However, by the time they got to the location, it was discovered that the animal was already dead.

Comment: Other records of dead or dying cetaceans (and not previously reported on SOTT) have been noted recently on the coast of Alabama and Western Australia.

A wildfire comes down from a hilltop Thursday, Nov. 8, 2018, near Newbury Park, Calif. The Ventura County Fire Department has ordered evacuation of some communities in the path of the fire, which erupted a few miles from the site of Wednesday night's deadly mass shooting at a Thousand Oaks bar.

A raging Southern California wildfire has triggered a mandatory evacuation order for the entire beachside city of Malibu.

The fire broke out Thursday northwest of Los Angeles and roared southward, jumping the U.S. 101 freeway early Friday and sweeping into the Santa Monica Mountains.

Malibu has about 13,000 residents and lies along 21 miles (34 kilometers) of coast at the southern foot of the mountain range.

The Los Angeles County Fire Department tweets that the fire is headed to the ocean, punctuating the message with the declaration: "Imminent threat!"

Sinkhole forces residents out of block of flats in St Albans
Residents have been evacuated from a block of flats after a sinkhole appeared next to it.

Emergency services were called to Cedar Court in Cedarwood Drive, St Albans, at 6.35am on Tuesday, after the sinkhole was discovered.

The evacuation was a precaution because of how close sinkhole is to the block in the Hertfordshire city.

Around 20 residents have been affected, a spokesman for St Albans City and District Council said.

The spokesman said: "Council officers from our Building Control and Environmental Services teams have been down on site this morning.

Three truckers from Punjab are feared buried under a massive landslide on Srinagar-Jammu highway, officials said on Thursday.

Reports said three persons were on board an apple-laden trawler (registration number PB06AK 4045) when a massive landslide hit the highway at Ramban in Ramban district on Monday morning.

An official said that a rescue operation was launched on Wednesday after the relatives of the missing persons approached them with the claim that their kin might have come under the slide.

"Nothing was found yesterday. We have launched searches in the area again. So far no trace of the three persons has been found. It was a massive landslide and it has left behind huge debris," said DSP Headquarters Asgar Malik.

Reports said that the relatives claimed that the trio had called them from Qazigund on Monday saying they will reach Jammu in the evening on the same day.

They said that their last location has also been traced to Ramsoo area.

Wet season rice production in Laos is expected to be reduced by about 300,000 tons after widespread flooding this year that affected many parts of the country.

The Lao government, especially the Ministry of Agriculture and Forestry, has encouraged farmers around the country to produce 3.5 million tons of rainy season rice, but authorities expected the harvest to achieve about 3.2 million tons, local daily Vientiane Times on Friday quoted the ministry officials as saying.

A total of 101,000 hectares of wet season rice were impacted by flooding, about 12 percent of the total planted area of 817,800 hectares. Some 66,000 hectares of the rice crop was estimated to have been destroyed by this year's deluge in Laos.

An earthquake has hit the Arctic Ocean near Jan Mayen
A strong earthquake has hit by a Norwegian volcanic island called Jan Mayen in the Arctic Ocean, measuring 6.8 on the Richter Scale.

The quake took place 10km deep and 722km from Akureyri, Iceland.There is no yet known information of whether the quake has disrupted the island's volcanic activity.

The earthquake struck at 1:49am GMT and its epicentre was in a remote area of the ocean around 253 miles east of Ittoqqortoormitt in Greenland.

The force caused local waves to appear in the Greenland Sea.

However, the US Tsunami Warning System said it is not expected to cause a tsunami in more populated areas.

The island is mountainous, the largest mountain being the volcano Beerenberg in the northeast.

It is the world's northernmost active volcano that is not underwater.
