Dramatic images of the impact of flood water on urban life have been coming out of the affected areas.
Railway traffic, vehicular movement, healthcare services, schools and power supply have been disrupted in both states, officials said.

The tornado caused a bit of excitement, but apparently no damage.
Shasta Fields told CNN that she and her boyfriend, Tom Nolan, came close to the twister. In video posted on Twitter, Nolan, an amateur storm chaser, can be heard yelling, "Look at you, you are beautiful," as the tornado starts to form.
"A powerful storm system will produce several feet or more of wet, heavy snow; and gusty winds in the Northern Rockies," says the NWS. "Snow is also forecast along the Rocky Mountain Front, portions of the Great Basin, and other northwestern Mountains. Trees with leaves will be vulnerable to damage. Heavy snow and strong winds will make travel difficult to impossible in places."
The trees are still fully loaded with foliage, so the strong winds and heavy, wet snow is expected is to bring down trees and power lines leading to widespread power outages.
As of Sunday morning, accuweather.com weather maps showed snow or snow showers in Washington, Oregon, Nevada, Idaho, Utah, Montana, Wyoming, North Dakota, British Columbia, Alberta, Saskatchewan, Manitoba and Ontario.

Generations will continue to talk about the hottest summer ever, and for modern climatologists the summer of 1540 is still a fascinating benchmark. The following year, the summer of 1541, by the way, reverted straight back to the typical summers in Amsterdam: cold and wet.
A 7.2-magnitude earthquake rocked Chile on Sunday, striking at a depth of 9.8 kilometres, according to the United States Geological Survey. The tremor struck at 15:57 (UTC), 67 kilometres west of the city of Constitucion.
The deceased has been identified as Ajay Kumar Sahu (25) of Belapada village. He was working at a coal mine in Bharatpur area.
Sahu was heading towards his workplace when lightning struck around 5 am killing him on the spot, locals said. On being informed, police reached the spot, recovered the body and sent it to Talcher sub-divisional hospital for post-mortem.
The two-wheeler on which he was travelling has been seized by police and investigation is underway.
The Montgomery County Sheriff's Office said the incident took place in Elk City State Park near the town of Independence, located about 116 miles southeast of Wichita.
Elk City State Park officials confirmed to FOX23 a runner was fatally struck at the park in Montgomery County, Kan.

Storm Lorenzo has grown to a category-5 hurricane - the first ever to be so designated this far east and north over the Atlantic. Meteorologists are warning that the huge weather system is likely to veer into Ireland and Britain.
Based on current projections, the storm could spin north-east towards Ireland and the UK, bringing heavy wind and rains by Thursday evening, local time.
The US National Hurricane Center said on Sunday that the storm had reached category-5 strength, with sustained winds of 155 miles per hour (50 km/h). Lorenzo is expected to first come close to the Azores, an archipelago of small islands in the mid-Atlantic, before turning its sights north.

Four whales were found stranded on Edisto Beach around 7:00 a.m. Saturday morning, according to Chief George Brothers of Edisto Police
The whales were discovered near beach access 36.
According to wildlife officials, the four pilot whales have all died. Authorities said one of the whales was dead before crews arrived, and that some of the animals needed to be euthanized because they were all believed to be sick or injured.
Officials said attempting to return the living whales back to the water would likely have prolonged their suffering.
