About 100 homes were evacuated in Outram, a rural town west of Dunedin, in the early hours of Saturday morning as water flowed into the township.
Civil Defence said the evacuations impacted on "effectively everything below Orme St", and that evacuations in the rest of Outram may follow.
"It is not safe to drive on roads in and out of Outram. As a result, residents in these streets are being moved to higher ground," Civil Defence said in a statement.
"Out of nowhere, all the vision out of the window was erased. It was white, just pure white, and the house started to shake," Sam Wright, whose house in the town of Hamburg, western New York state was hit by the tornadoes, told WGRZ.
The tornado lasted no more than 20 seconds, according to Wright. It struck at 12:30pm local time, followed by another hitting the nearby town of Holland, 19 miles away, reported the National Weather Service of Buffalo.
Greek authorities confirmed the victims of the 6.5-magnitude quake, both men, were from Turkey and Sweden.
The 6.5-magnitude quake struck at around 1am local time on Friday morning, rattling the Greek holiday resort of Kos, damaging buildings and the main port.
Chief of National Disaster Mitigation Agency (BNPB) Sutopo Purwo Nugroho said here that following the eruption, the volcano spewed ashes 3.5 thousand meters into the air, while discharging lava 1 thousand meters to the mountains southern region.
Earlier on Wednesday, the volcano spewed ashes 1.5 thousand meters into the air and causing six tremors, 20 volcanic earthquakes, and one tectonic earthquake.
In Wednesdays eruption, since 12 p.m. local time, the volcano spewed ashes 700 meters into the air, while releasing lava 1 thousand meters to the east and the southeast.

Eight endangered right whales have been found dead in the Gulf of St. Lawrence since June.
A necropsy for the eighth whale to be found dead in the gulf since June was scheduled for Miscou Island on Friday morning, and how it died is not known.
Another whale has been spotted entangled in fishing gear in the gulf, but the federal department has backed away from rescue attempts.
Deaths 'unprecedented'
But the closure of the snow crab fishery in Area 12 off northern New Brunswick was a response to the latest whale death, Fisheries and Oceans said.
The harvest was already 98 per cent complete, the department said, adding the early closure would still have an impact on fishermen.
Lightning struck Bherki Bai and Pappudi Bai (20) when they were working in their agriculture field under Petlawad police station area in Chhayanpada village, Sarangi outpost Inspector Bhim Singh Sisodia said.
Two others, who were injured have been admitted to a hospital, he said, adding a case has been registered.

In Youxi County of east China's Fujian Province, the devastating tornado with a speed of more than 20 meters per second lasted for about half an hour yesterday.
The tornado accompanied by short thunderstorm snapped more than 100 trees in Xibin Township, affecting more than 200 families and caused waterlogging in many areas.
Thirteen high-voltage power lines were reported to be damaged in the county, affecting nearly 10,000 residents.
Tornadoes also hit Baoying County of east China's Jiangsu, with more than 3,000 trees and dozens of utility poles being blown away in two worst-hit townships.
In addition, about 5000 houses were out of power.
The quake struck at an estimated depth of 10km some 12km off the Turkish resort city of Bodrum in Mugla Province, the European Mediterranean Seismological Center reported. It was followed by several less powerful aftershocks.
The tremors caused a tsunami wave, apparently large enough to reach some hotels located on the coastline, as photos shared online indicated.

RT reports that two people have been killed and dozens more injured after a 6.7 magnitude earthquake struck in the Mediterranean Sea early Friday morning. The quake hit close to Turkey and the Greek island of Kos, triggering a mini tsunami which flooded some areas.
In folk culture, people believe if a solar halo view appears in day, rain will come at night. So we can regard solar halo as a basis of the weather changes.
Lt. John Longacre, emergency resource specialist for The Villages Public Safety Department, said the house that is next to the sinkhole can't be lived in until it's fixed and checked out by an engineer.
"I would say it's about 20 feet across and about 12 to 15 feet deep," said Longacre.
The sinkhole started opening up Monday and got progressively bigger. The Villages had another sinkhole about two year ago and has had others on golf courses. Longarce said no one was hurt.
