Officers responded to the 4800 block of Brenda Drive just after 9 a.m. Tuesday, according to Louisville Metro Police spokesman Dwight Mitchell.
The 3-year-old boy suffered fatal injuries in the attack, Mitchell said.
According to 911 audio, the child had reportedly fallen out of a window into his family's yard, where the family's two Rottweilers attacked the child.
The dogs were taken away by Louisville Metro Animal Services, Mitchell said. A spokesperson for the animal services agency confirmed the department had been on the scene and said animals involved in incidents such as this one are placed in quarantine.
Dozens of flood warnings had been issued and some areas in the Midlands, Wales and southern England were hit by a week's rain in just an hour.
On the Isle of Man, a major incident was declared as floodwaters trapped people in their homes.
Further heavy rain and high winds are expected on Thursday.
The Environment Agency issued dozens of flood warnings and alerts across England, while the Met Office issued a yellow warning for heavy rain that could cause power cuts, road closures and flooding.
The warning is in place until 20:00 BST across large parts of central and southern England, and Wales.
In Cornwall, floods caused by a coastal surge meant people were told to leave caravans and seaside properties in the morning and not to return until it is safe to do so.
Ice shelves are essentially floating extensions of glaciers that hold back the flow of ground ice.
When an iceberg breaks off an ice sheet it is known as 'calving'.
Calving is a form of ice ablation or ice disruption, and is caused by a glacier EXPANDING, not melting.
Kelly Brunt, a glaciologist with Nasa and the University of Maryland, explained "the process of formation was a bit like a fingernail growing too long and cracking off at the end."
Five earthquakes in less than an hour rattle southeast Missouri, part of the New Madrid Seismic Zone
It started with a 2.6 magnitude temblor around 11:18 a.m. near Lilbourn, a small city just north of Missouri's boot heel, according to the United States Geological Survey. A mere three minutes later, a 1.1 magnitude quake rumbled nearby.
Just before 11:30 a.m., a 2.7 magnitude quake rattled southwest of Lilbourn followed by a 1.8 magnitude quake only five minutes later, the USGS says.
It would be 23 minutes before the next quake, another magnitude 2.7, shook an area just west of Lilbourn, the USGS says.
All five quakes happened within a 40-minute window.

Authorities identified the woman as Morgan Crayton. She was 31 years old.
Police said Crayton was in her yard in the 100 block of Powhatan Parkway with several dogs on Sunday evening when her own dog, a 92-pound pit bull, attacked her.
Bennington police were called to Nail Street near North Ralls Street Saturday following an attack from two pit bulls and a mutt.
"Whenever me and my other officer arrived on scene, it was gory, horrific. The worst I've ever seen," said Bennington Police Chief James Heil.
Alan Bruce was flown to a Plano hospital in critical condition. He died just before 11 a.m. Monday.
