The best explanation for mass shootings: Social contagion

On another terrible day, I hate to introduce even more pessimism, but when we discuss mass shootings, one of the first questions we ask is the simplest and also the hardest to answer. Why? Why does this keep happening? Those who advocate for gun control have an immediate answer - the prevalence of guns in the United States. Yet guns have been part of the fabric of American life for the entire history of our republic. Mass shootings - especially the most deadly mass shootings - are a far more recent phenomenon.

Writing in 2015, Malcolm Gladwell wrote what I think is still the best explanation for modern American mass shootings, and it's easily the least comforting. At the risk of oversimplifying a complex argument, essentially he argues that each mass shooting lowers the threshold for the next. He argues, we are in the midst of a slow-motion "riot" of mass shootings, with the Columbine shooting in many ways the key triggering event. Relying on the work of Stanford sociologist Mark Granovetter, Gladwell notes that it's a mistake to look at each incident independently:
But Granovetter thought it was a mistake to focus on the decision-making processes of each rioter in isolation. In his view, a riot was not a collection of individuals, each of whom arrived independently at the decision to break windows. A riot was a social process, in which people did things in reaction to and in combination with those around them. Social processes are driven by our thresholds - which he defined as the number of people who need to be doing some activity before we agree to join them. In the elegant theoretical model Granovetter proposed, riots were started by people with a threshold of zero-instigators willing to throw a rock through a window at the slightest provocation. Then comes the person who will throw a rock if someone else goes first. He has a threshold of one. Next in is the person with the threshold of two. His qualms are overcome when he sees the instigator and the instigator's accomplice. Next to him is someone with a threshold of three, who would never break windows and loot stores unless there were three people right in front of him who were already doing that - and so on up to the hundredth person, a righteous upstanding citizen who nonetheless could set his beliefs aside and grab a camera from the broken window of the electronics store if everyone around him was grabbing cameras from the electronics store.

Comment: This logic just might explain the 20th century. Would you have been a Nazi or a Bolshevik? Maybe not if there were only a couple of them. But what is your threshold?

China considering scrapping birth limits this year

China is planning to scrap all limits on the number of children a family can have, according to people familiar with the matter, in what would be a historic end to a policy that spurred countless human-rights abuses and left the world's second-largest economy short of workers.

The State Council, China's cabinet, has commissioned research on the repercussions of ending the country's roughly four-decade-old policy and intends to enact the change nationwide, said the people, who asked not to be named while discussing government deliberations. The leadership wants to reduce the pace of aging in China's population and remove a source of international criticism, one of the people said.

Proposals under discussion would replace the population-control policy with one called "independent fertility," allowing people to decide how many children to have, the person said. The decision could be made as soon as the fourth quarter, the second person said, adding that the announcement might also be pushed into 2019.

"It's late for China to remove birth limits even within this year but it's better than never," said Chen Jian, a former division chief at the National Family Planning Commission, who's now a vice president of the China Society of Economic Reform. "Scrapping birth limits will have little effect on the tendency of China's declining births."

London's knife crime numbers continue to soar, as four men were stabbed in a five-day frenzy of violence. The latest victim of London's violent crime epidemic died last night, stabbed in broad daylight in North London.

The man, understood to be aged in his 20s, was stabbed in Islington on Monday. Emergency crews were called to the scene at Upper Street, but the stab victim died at the scene, Scotland Yard confirmed.

Three other men, aged 20, 24, and 28, were also stabbed in London in the past week. The London murder toll is now more than 65, putting the death rate on track to hit its highest annual total since 2003.

Figures published in April showed a 22-percent annual rise in knife crimes in England and Wales. Robbery rose by 33 percent and gun crime rose by 11 percent, while and murder increased by nine percent.

One of the victims of London's five-day stabbing spree died on Friday, three days after he was attacked in West London. Osman Shidane, 20, was described by his family as a selfless and caring man.

National shame, indeed: Report slams UK for failing to go after child mutilators

A report has slammed the "national scandal" of the UK failing to prosecute a single child abuser committing or enabling Female Genital Mutilation (FGM), saying it shows the system is failing to fight the practice, which is associated with some migrant groups.

The document, produced by the Quilliam Foundation, claims "Britain remains alone in Europe in its inability to prosecute FGM" and examines different explanations, including "a lack of witnesses", "cultural sensitivity", and the "existence of legal loopholes".

It highlights figures showing that, in 2016-2017 alone, 5,391 new cases of FGM were recorded in the UK, but authorities failed to bring a single perpetrator of FGM to justice.

Altogether, around 9,000 women sought National Health Service (NHS) help because of the practice in that 12 month period.

The NHS figure reveals around 14 new cases every day, and that a third of women and girls seeking help were born in Somalia.

The report mentions several lines of action, including "identifying high-risk communities and vulnerable girls, training key frontline individuals, incorporating FGM awareness into mandatory sex-ed classes, and addressing the cultural root of the problem".

Comment: Yes, it is a shame. But Britain's shame doesn't end there. The UK has also failed to prosecute a single child abuser committing or enabling Male Genital Mutilation (also known as circumcision), which is not only associated with some religious groups, but mainstream culture as well. Only in those cases, there is no lack of witnesses. But there is certainly cultural sensitivity. Now, how long do you think it will be before Breitbart mentions that? We won't hold our breaths. There's a certain "cultural sensitivity" that Breitbart, among others, refuses to question.

Thanks to Roohr's bravery, Bordentown Township Police Chief Frank Nucera Jr. has been exposed for his history of brutal and racist policing. As NJ.com reports, federal prosecutors said Nucera can be heard in the recordings using the N-word to describe African Americans, and at one point saying they were "like ISIS, they have no value. They should line them all up and mow 'em down."

US trade partners could demand up to $3.5bn in compensation in lost business due to steel tariffs

Turkey, Japan and Russia have calculated how much US tariffs would add to the cost of steel and aluminum exports to America, and submitted their claims to the World Trade Organization. The countries followed similar moves by the European Union, India and China. Russia estimated that it would lose $538 million because of the US tariffs, which President Donald Trump imposed in March. Japan reported $440 million, while Turkey added a further $267 million.

Earlier, China, the EU and India estimated their losses at $612 million, $1.6 billion and $165 million respectively. The countries that have turned to the WTO say the tariffs - 25 percent on steel and 10 percent on aluminium - cannot be explained by the US security concerns, the issue on which Washington is basing its actions.

Under WTO rules, if any country seeks to cut its imports, thus protecting local producers, it should compensate its trade partners with a net increase in imports of other goods. Washington has refused to do so. Japan and Russia have not provided the details on retaliation, but Turkey has said it would target 22 American goods, ranging from nuts, rice and tobacco to cars and steel products.

Massive crackdown on child porn in Brazil might be largest to be carried out in a single day

In just one day, Brazilian authorities went after 578 people on warrants for crimes of child pornography and sexual exploitation of minors. The massive raid is the largest ever in Brazil - and possibly in the world.

At least 132 individuals were arrested Thursday in what Brazilian authorities said was the world's largest crackdown on child pornography and sexual exploitation ever to take place in a single day. The operation was also the biggest to ever take place in Brazil.

Called "Light in Childhood 2," it followed up on a previous raid in October that led to 112 arrests.

Thousands of Officers, Hundreds of Warrants

Brazilian newspaper O Globo put the number of those arrested Thursday as high as 170.

Comment: It would be interesting to know how many of those arrested are (or are not) from Brazil's institutionally corrupt political and elite class - which the article makes no mention of.

The News4 I-Team found dozens of potential spy devices while driving around Washington, D.C., Maryland and Northern Virginia.

"While you might not be a target yourself, you may live next to someone who is. You could still get caught up," said Aaron Turner, a leading mobile security expert.

The device, sometimes referred to by the brand name StingRay, is designed to mimic a cell tower and can trick your phone into connecting to it instead.

On Friday, Hillary Clinton delivered her first official message to the Democratic National Convention since losing the Presidential election in 2016, and she had only one message for the gathered, mostly female, officials: you're not getting rid of me that easy.

In what sounded more like a threat than an announcement, Clinton told the Democratic Women's Leadership Forum that she's going to be a foundational part of the anti-Trump "resistance," whether the "resistance" wants her or not.
