Mental health disorders are on the rise in every country in the world and could cost the global economy up to $16 trillion between 2010 and 2030 if a collective failure to respond is not addressed, according to an expert report on Tuesday.

The "Lancet Commission" report by 28 global specialists in psychiatry, public health and neuroscience, as well as mental health patients and advocacy groups, said the growing crisis could cause lasting harm to people, communities and economies worldwide.

While some of the costs will be the direct costs of healthcare and medicines or other therapies, most are indirect - in the form of loss of productivity, and spending on social welfare, education and law and order, the report's co-lead author Vikram Patel said.

Comment: The biggest thing to help curb the crisis would be to give people accurate health and dietary information:

Flint, Michigan: Police will spend up to $20K to convert 500 videotapes found in the home of suspected serial rapist

Gilber Conway
Michigan police found nearly 500 videotapes in the home of a rape suspect and now have to modernize them in order to see if he is responsible for assaults going back decades, officials said.

Authorities found the tapes when they arrested Gilbert Conway in July on charges he raped six women between 2009 and 2018, authorities said. He's pleaded not guilty to 77 criminal counts, which include first-degree criminal sexual conduct and kidnapping.

Lawmakers in Genesee County, Michigan, on Monday signed off on spending $15,000 to $20,000 to help investigators convert Conway's Hi8 videotapes into a modern digital format.

Trick-or-treating over age 12 or after 8 pm can lead to fines or jail time in parts of Virginia

Halloween house
Happy Halloween, but not if you are a teen.

In parts of Virginia, anyone 13 or older who goes trick-or-treating can be sent to jail for up to six months according to HRScene.com. And no matter what age, trick-or-treating after 8 p.m. can land you in the clink for up to 30 days. Fines range between $25 and $100.

While Chesapeake, Virginia's code is pretty strict, the city isn't alone.

In many areas, going door to door, ringing or knocking and expecting a treat for those over 12 is a criminal offense.

Newport allows the activity through seventh grade or at 12-year-old person, but after that, anyone engaging in such behavior is guilty of a Class 4 misdemeanor, the same as many communities in the area.

College student spends $12,000 on legal fees after girl 'changes her mind' following romantic evening

kiss
James, a freshman at the University of California-Davis, was on his way to math class when he received an email that would derail his life for the next few months: The university's Title IX office, which handles sexual misconduct disputes between students, was investigating a complaint against him.

This was in February 2018, at a time of heightened public attention to the problem of predatory men taking advantage of vulnerable women. Journalists had exposed Harvey Weinstein, Al Franken, Louis C.K., Kevin Spacey, Roy Moore, and others for committing a variety of sexual misdeeds.

"This was not a good time to get accused of something like this," James tells Reason.

Comment: It is a dangerous time for all society when consensual romantic activity can retroactively become a case of sexual assault. It destroys the foundations of law and order while empowering liars and criminals.

Mexican couple may have killed as many as 20 women - "He seemed happy about what he had done."

mexican flag crime
A Mexican couple caught carrying dismembered human remains in a baby carriage may have killed as many as 20 women, a top prosecutor said Monday.

The man confessed to 20 killings, but gave details including the names of only 10 victims, said Alejandro Gomez, the chief prosecutor of Mexico State, which is located north and west of Mexico City. The couple was caught last week in Ecatepec, on the northern outskirts of the capital.

Gomez told Radio Formula the man appeared proud of the killings; there were signs he suffered a personality disorder and resented his mother and a previous girlfriend.

"What seemed macabre to me is that this person mentioned 10 cases in which he gives details, the names of the victims; he gave us the clothing they had on at the time," Gomez said. "He seemed happy about what he had done."

His companion apparently helped him lure the women but may have played a submissive role.

Comment: Depraved couples teaming up to commit unspeakable crimes seems to be in the news much more often these days:

It don't matter if you're black or white: South Africa's Zulu nation joins white farmers in fight against government land seizures

Zulu King Goodwill Zwelithini
Zulu King Goodwill Zwelithini
The largest ethnic group in South Africa, Zulu, has spoken out against the expropriation of land without compensation in the country. Zulu is ready to cooperate with the country's white farmers, known as Afrikaners or Boers.

Zulu King Goodwill Zwelithini has said the group will cooperate with South African minority rights group AfriForum.

"The Zulu nation I'm talking about will not exist if we don't have food. That's why I say farmers must come closer so that we discuss what we can do when we talk about agriculture and the availability of enough food in the land. That's why I'm asking AfriForum of the Boers to come and help us," Zwelithini said, as quoted by eNews Channel Africa.

"Because when government started talking about the appropriation of land, expropriation without compensation, Boers downed tools. There is no food in South Africa," he added.

Comment: Oops, there goes the racial argument against land appropriation as 'social justice'.

At least eight workers have been injured after a series of explosions struck an oil-processing plant in northern Bosnia and Herzegovina. Photos and videos show the plant engulfed in flames and black smoke billowing from the fire.

The first explosion hit one of the production facilities on the territory of the Brod oil refinery around 9.30 pm. The fighters called to the scene have since contained the blaze.

Witnesses say that the explosion was so powerful some thought the city was jolted by an earthquake. The blasts shattered some of the windows in the nearby buildings.

One witnesses said that the sound of the initial explosion was so loud that it resembled a bombing.

"The explosion was extremely loud, as if war started again," the witness said, as cited by Večernji List newspaper.

The bangs were also heard in eastern Croatia, in the city of Slavonski Brod, located just across the Sava River from the Bosnian town.

Comment: The blast has left one worker dead and nine injured, according to Reuters.

Brod's mayor said the refinery has continued operating after the incident, adding that an investigation, which was still underway, should establish the cause of the explosion.

The Brod refinery, which processes 1.2 million tonnes of crude a year, is majority owned by Russia's Neftegazinkor, a unit of state-owned oil company Zarubezhneft.

A couple of days ago explosions rocked Canada's largest oil refinery in New Brunswick.

An apparent senior Google employee went on an expletive-laden rant against GOP lawmakers who'd voted to confirm Brett Kavanaugh to the US Supreme Court. 'F*CK. YOU. ALL. TO. HELL,' the designer wrote, before deleting the tweet.

While Google continues to pride itself on being nominally politically unbiased, some of its employees don't appear to bother hiding their leanings - or watching their language while expressing them. One such employee sparked an outrage by launching a bad-mouthed attack on Republicans on Twitter.
