Sami Karra allegedly murdered his 17-year-old daughter Henriette because he objected to her relationship with a Muslim man who was serving time in prison, according to Haaretz.
The paper reports that Henriette planned to convert to Islam for the man.
Nazir Afzal, the chief crown prosecutor for northwest England until 2015, who helped to prosecute the notorious Rochdale child sex abuse grooming gang, has accused police of "charging cases prematurely" and "not investigating properly."
Speaking to the BBC, he said that senior officers are vulnerable to political pressure and are "more detached" from their communities than ever before. Levels of experience have fallen so far that retired officers often had to be brought back for major investigations, he added.

Justine Ruszczyk, also known as Justine Damond, was shot and killed in the alley behind her house Saturday evening, after she called police to report a possible assault. At one point, the officer in the passenger seat of the police cruiser shot her through the driver's side window, according to local media reports. Damond was unarmed.
At the time of the shooting, which happened in the city's Fulton neighborhood, her fiance (who she was planning to marry in August) was out of town.
The mayor has said the incident made her "heartsick."
