In a federal class-action lawsuit filed Monday in Madison, the American Civil Liberties Union of Wisconsin and the Juvenile Law Center claim that at least 15 to 20 percent of residents at Lincoln Hills School for Boys and Copper Lake School for Girls are locked in solitary confinement at any given time.
"The State of Wisconsin operates the Lincoln Hills School for Boys and the Copper Lake School for Girls, which incarcerate approximately 150-200 youth who are as young as 14 years old, in remote northern Wisconsin," the complaint states. "The State routinely subjects these youth to unlawful solitary confinement, mechanical restraints and pepper spraying."
The alleged infractions that warrant punishment forbidden by the United Nations as torture include "being loud and disruptive," in the case of a girl with ADHD, and failing to remove shoes in another case, according to the ACLU and the JLC.
Wisconsin's juvenile prisons have been under scrutiny since a federal raid in December 2015, when Department of Justice agents descended on the facilities to investigate reports of child abuse and cover-up by staff, according to local news reports.
The conference entitled "International Law and the State of Israel: Legitimacy, Responsibility and Exceptionalism," was scheduled to take place at University College Cork (UCC) from March 31st to April 2nd, featuring speakers on both sides of the debate.
Contrary to expectations, the UCC Management Team, which is charged with the management of operations, decided at a meeting earlier this week not to allow individual academics working in UCC to host the conference, claiming that it will cause disruption for students and staff.
The management team stated that the university security infrastructure and staffing is inadequate to deal with the level of security required for the event given that it had already received notice of protests. They added that bringing in additional security would have cost implications.

Dolores County fire chief Mike Zion says the house was leveled in the explosion, which happened at about 4:30 p.m. Monday. Zion says it looks like the blast was caused by a propane leak. Zion says the powerful explosion blew the house's doors 100 yards away, but the house did not catch fire.
The woman's name has not been released. Two other people who lived in the house were not home at the time of the explosion.
A federal judge has prohibited the merger of two health insurance giants, Aetna and Humana, upholding the Justice Department's decision that the $37 billion deal would hurt competition and raise prices for consumers.
"The Court is unpersuaded that the efficiencies generated by the merger will be sufficient to mitigate the anticompetitive effects for consumers in the challenged markets," U.S. District Judge John D. Bates wrote in his 158-page opinion.
In July, the Justice Department sued to block the merger, arguing that it would reduce competition in the Medicare Advantage market and in some of the exchanges set up under the Affordable Care Act. Medicare Advantage plans are Medicare health plans offered by private insurers.
"We are reviewing the opinion now and giving serious consideration to an appeal, after putting forward a compelling case," Aetna spokesman T.J. Crawford said. The companies' merger agreement, which has already been extended twice, will expire Feb. 15.
Humana did not immediately respond to a request for comment.

Critics are calling it the "Block Traffic and You Die" bill, an apt name for a bill that has co-opted the phrase "any means necessary," used famously in speech delivered by Malcolm X during the Civil Rights movement, turning it into a threat against government dissent (with no apparent awareness of the irony).
Comment: From the Ludlow Massacre to Occupy Wall Street the US Govt has always cracked down violently on protests. But these riots are not aimed at remedying a group's lost or alienated rights but are rather aimed at the removal of an elected President of the United States. With the increasingly antisocial nature of the protests it's hard to blame the authorities for taking action to protect the citizenry.

Assemblyman Marc Levine, D-San Rafael, said he is introducing a bill to require the State Board of Education to develop curriculum to ensure "all California students will learn how the Russian government conspired to influence the United States Presidential Election to elect Donald Trump," according to his office.
"The work of 17 intelligence agencies including the FBI and CIA confirmed Russian interference in our election," he said. "This is a threat to our democracy and must be treated with appropriate significance in American history."
While federal authorities have said Russia was behind the hacking of the Democratic National Committee and the leaking of Hillary Clinton's campaign emails, a full inquiry into the matter is pending. Congressional leaders have called for further investigation into Russian involvement, as well as the handling of information by FBI Director James Comey in the lead-up to the election.
Comment: There hasn't been any conclusive evidence presented, nor has it been fully investigated, and this nut Assemblyman Marc Levine already wants his preferred version of history written and taught to children.

Speed limits have been reduced in many parts of France to combat heavy pollution.
A toxic cocktail of extreme cold, no wind and heavy burning of coal and wood for heating has left many regions shrouded in smog. In many countries, including Britain, France and Brussels, officials have cautioned against physical exertion for children and the elderly, and for people with respiratory problems.
Officials in Paris have ordered older, more polluting vehicles off the road since Monday, and cut the price of public transport. Speed limits have also been reduced in many parts of France.
In London, a cloud of freezing smog forced the cancellation of around 100 out of 1,300 flights at Heathrow airport for the second day in a row, while Met Office forecasters had a "severe" warning in place for all of England.
