Today's operation in the central German state of Hesse followed a separate night raid in Berlin on Tuesday that led to the detention of three suspects with alleged links to Islamic State (IS, formerly ISIS/ISIL), local media reports.
Sixteen suspects from 16 to 46 years old were detained in several cities, including Frankfurt, Offenbach, and Darmstadt. They are being investigation for having possible links to Islamic State, according to Bild. All of the suspects were part of a "widespread Salafist network" said to have been planning a terror attack, according to Hesse's interior minister, Peter Beuth.
A 36-year-old Tunisian citizen suspected of being the network's leader was also arrested. According to police authorities, the man has been under intense scrutiny since August of 2015, as he is suspected of being a recruiter and human trafficker for Islamic State.
The raids are meant to send "a clear message to the radical Islamists in Hesse... that we are keeping an eye on the [Islamist] scene," Beuth said.

Michelle Fischer, of Kennewick, said that her son Jack's teacher compared wearing this "Build the Wall" shirt to wearing a swastika.
Now, the young teen's mother is hoping her son's experience shines a light on political bullying. "It does happen," said Michelle Fischer. "I think (politics) should be taught in our schools, but only in a two-sided positive way." Fischer posted her outrage over the teacher's handling of the issue on Facebook and the story went viral.
Conservative talk show host Sean Hannity shared her story to his 2.8 million followers, contributing to more than 100 comments on Fischer's original post.
Fischer said she hoped her seventh-grade son's experience makes it easier for other children to talk about feeling bullied for their political views.
Her son Jack told her that the teacher had appeared opposed to Donald Trump since the beginning of the school year, including the way she'd handled discussions of the presidential election and candidates in class.
Jack had worn other pro-Trump shirts to school but it wasn't until he wore the "Build the Wall" shirt on Inauguration Day that the teacher pulled him aside. "She asked, 'How would you feel if someone wore a T-shirt with a swastika on it?' " Fischer told the Tri-City Herald. "He said, 'You can't compare my shirt to wearing a swastika. They aren't the same thing.' "
The agreement was made between the ruling coalition of Social Democrats and the centrist People's party as Chancellor Christian Kern attempts to regain the political initiative from the far-right Freedom Party (FPO) ahead of next year's parliamentary election.
"The full-face veil will be banned in public spaces," Mr Kern said after the week-long negotiations concluded, adding that the ban will be implemented over the next 18 months.

At least 17 Jewish centers in California, Colorado, Connecticut, New Jersey, New Mexico, Utah and Wisconsin received bomb threats within hours of each other Tuesday morning, according to Paul Goldenberg, director of Secure Community Network which advises Jewish groups and institutions
"I wouldn't be surprised if there weren't more," Goldenberg said, according to the Chicago Tribune.
Police say a preschool and an early childhood education center in Boulder, Colorado, were vacated after a bomb threat was received from an automated robocall. Bomb-sniffing dogs extensively searched the area, but no explosive devices were found. Everyone was cleared from the premises, and no injuries were reported. "Threats like these, unfortunately, have been happening across the country so we were prepared," said Susan Rona, a spokeswoman for the Boulder Jewish Community Center.

The Pawhuska Police Department says a student recorded the incident on a cellphone. Police Chief Scott Laird says the incident reportedly happened during a high school choir class in Pawhuska, about 100 miles northeast of Oklahoma City.
The substitute teacher, whose name has not been released, was arrested Tuesday afternoon. Pawhuska police say she remains jailed Wednesday morning.
