"Since last Thursday, 331 hate crime incidents have been reported to the national online reporting site True Vision compared to the weekly average of 63 reports," Sara Thornton, head of the NPCC, wrote, adding that, although "many people are reporting hate crime than ever before," it remains "significantly under reported."
While Thornton stressed that it is hard to tell how many of those cases are directly linked to the referendum, the national community tensions team has also noted a surge in anti-immigrant abuse. In just one week, migrants have reported "verbal abuse, negative social media commentary including xenophobic language, anti-migrant leafleting and, in very limited numbers, physical assaults."
Expressing frustration, Thornton said she was "shocked and disgusted"by the upsurge. She is urging those who have been subject to abuse not to "suffer in silence," stressing that by not reporting and giving in to bullies, victims only contribute to an atmosphere of fear.
Comment: There is much controversy on Brexit as to the intentions of those in power in regard to the 'Leave' vote. In this article we may be seeing one manifestation: the unleashing of hate and xenophobia and ushering in a new level of chaos among the people
According to a criminal complaint, Joseph Christen Thoresen beat David Haiman with a baseball bat, stabbed him, then used a machete to decapitate him as Haiman was groaning on the ground. Thoresen then dragged Haiman's torso and threw his head into the woods, the complaint says.
The girlfriend told police that the group had smoked meth before the attack, the complaint said.
Thoresen, 35, made his initial appearance Wednesday on a murder charge in Itasca County District Court and remained in custody. Online court records do not list an attorney to comment on his behalf.
Haiman, 20, of Hibbing, had been reported missing Saturday after he didn't show up for work and hadn't been seen for five days, the complaint said. His torso and head were found Sunday.
Video from the violent incident, which occurred at El Paisano Mexican Restaurant in Dallas around 2:30 a.m. Saturday, shows individuals hurling chairs, throwing punches and pulling hair.
Isael Rojas posted the five-minute clip on Facebook. The video has more than 1.8 million views and more than 5,000 shares. In the comments, Rojas revealed that the whole thing started over an appetizer.
"All because chips were $5 and they wanted the green salsa instead of the red," Rojas wrote.
Those involved in the incident were later seen leaving the restaurant. No arrests were made, according to Eater.

Comment: The violent tendencies of our Western leaders have trickled down into society, and now we have a society that sees fighting as a normal act of behavior and a way to solve conflicts.
German Foreign Minister Frank-Walter Steinmeier drew much flak from local media for saying earlier in June that NATO's "war-mongering" near Russia's borders only adds fuel to an "old confrontation." However, a recent survey shows that the majority of Germans largely agree with him.
Some 64 percent of respondents share Steinmeier's views, according to a poll conducted by YouGov at the request of DPA news agency, according to Frankfurter Allgemeine Zeitung.
Due to the sheer volume of information that defies the government's explanation of events, to believe the official story it now requires some sort of trick of the mind, or some sort of subconscious unwillingness to even entertain a contrary possibility. Regarding 9/11 truth, people will say the most absurdly illogical things, such as:
"I wouldn't believe what you're telling me, even if it were true."So, why is it that people have such a hard time even questioning the official version, and why is it difficult for them to even look at alternative information about the events of 9/11?
"I don't need to look at the evidence."
"I don't want to know the truth, or I'd become too negative."
"If that were true, someone would have leaked it by now."
"That's ridiculous, there is no way our government would harm us."
"What makes you think we even deserve to know the truth?"
The man was later identified as 21-year-old Krit McClean, who was listed in stable condition with minor injuries.
A little before 8 a.m. the Manhattan resident - wearing a yellow shirt and black pants - screamed at a random woman, took off his wristwatch, threw it at her and then disrobed near the Disney store at 46th Street, witness Carmen Mendez said.
A security guard told McClean to put this clothes back and he did briefly - before stripping again and dashing up the red stairs on top of the TKTS booth at 47th street and Seventh Avenue, shouting obscenities, according to the witness.

When the unnamed couple brought in their two-year-old child, identified only as 'Chiara,' to a pediatric hospital in Genoa for a check-up, she was immediately transferred to intensive care due to her serious condition.
Doctors found the little one to be underweight and suffering from a number of complications, including low levels of hemoglobin, poor responsiveness and slow movements, as well as a B12 deficiency, according to The Local.
While doctors are investigating if there are any hereditary diseases that may have contributed to the child's health problems, it's thought the root cause is linked to the lack of animal products in her diet.
Police seized the equivalent of 79,600 kroner ($11,875) from five Iranian citizens, according to an e-mailed statement on Thursday. The people had tried to enter Denmark via Copenhagen airport using "false documents," police said. The three women and two men had a total of 129,600 kroner in cash with them, police said.
The law, which was passed earlier this year, led to international condemnation at the time with the Guardian depicting Danish Prime Minister Lars Loekke Rasmussen as a Nazi. Danish businesses urged lawmakers to act to stem the backlash.
A letter from the FBI dated June 20 attached to a lawsuit brought by the City of Orlando seeking the release of 911 calls in full, as well as other records pertaining to the shooting, had also been forwarded to the Seminole County Sheriff's Office — but included instructions for law enforcement to deny all requests for information.
Under the guise of protecting the investigation — as well as the victims and their families — the letter asks law enforcement agencies to deny information to anyone asking and "immediately notify the FBI of any requests your agency received" so "the FBI can seek to prevent disclosure through appropriate channels, as necessary."
