Inspectors said they suspected "discreditable and unethical" behaviour by some officers and said they had discovered 14 reported rapes that were wrongly categorised in a study of 13 of the 43 police forces in England and Wales.
They included the case of a 13-year-old boy with autism who complained of an attack by a 15-year-old friend but the case was written off as "sexual experimentation" because of the negative effect it might have on the victim.

Even after several solicitations for explosives were posted publically on the website where federal offices can ask for quotes from contractors, however, representatives at the United States State Dept. have reportedly laughed at questions from reporters wanting to know why the requests have been made.
Earlier this week, Steve Peacock at WND became the first to write about procurement documents on FBO.gov in which the State Dept. filed no fewer than four separate orders for high-powered explosives, detonating chords, blasting caps and fuse igniters.
Then late Monday, Peacock wrote that requests for comment from the State Dept. were met with laughter.
"For what purpose is the department making these purchases? How - and where and by whom - will these explosives be used?" the reporter asked.
According to WND's second report in two days on the matter, a State Dept. public affairs specialist laughed and said, "I'm not sure what you're looking for."
It is impossible not to gain the impression that the criteria for being awarded prestigious honors for services to "peace", "humanity" or "distinguished public service" is a candidate who is duplicitous, vicious, stone hearted and above all prepared to kill, plan killings or rejoice in killing on an industrial scale as brutally as can be devised.
Moments after being informed of the horrific death of Libyan Leader Colonel Muammar Quaddafi in October 2011, then Secretary of state Hillary Clinton said "Wow!" then unforgettably and chillingly laughed telling a television crew: "We came, we saw, he died." Asked if her recent visit to Libya might have had anything to do with his death, she: "... rolled her eyes" and said: "I'm sure it did."(1)
Special operations units, Omega and Vega, have received new German-made uniforms, the Ukrainian Interior Ministry announced on Tuesday.
"The troops noted that the uniforms are a well-timed and an important gift, since they are though-out in all respects," the ministry said in a statement.
The uniforms were provided by Ukraine's Prime Minister Arseny Yatsenuk, judging from a thank-you note posted by Interior Minister Arsen Avakov on his Facebook page. It was not immediately clear whether Yatsenuk bought the uniforms with his personal money, allocated budget funds or received them from Germany as aid. Avakov said the uniforms were transported to Kiev's loyalist troops deployed near Slavyansk.
Meanwhile, the Defense Ministry said it will buy 24,000 bullet-proof vests for their troops with money collected through private donations. The vests are expected to arrive by the end of July. The ministry added that in addition to $10.4 million, it had also received donations of sleeping bags, linen and mattresses from the people.
Ukrainian troops, both in the army and in the interior forces, have been receiving plenty of gear lately, paid for by the government, private donations, or foreign sponsors of the Kiev regime. The US is expected to send $7 million worth of non-lethal aid to Ukraine to bolster its border guards, the Ukrainian military reported on Monday.
Biden will advise on "transparency, corporate governance and responsibility, international expansion and other priorities" to "contribute to the economy and benefit the people of Ukraine."

A poll on Russia's handling of the Ukraine crisis by the Berlin-based N-TV went spectacularly wrong in the channel's opinion, when the majority of its audience said "yes" to the question "Do you have understanding for Putin's policy?"
The response was indeed so baffling that the poll was wiped off the N-TV home page the same day, but not before some people managed to make screenshots of it, which they posted online.
A screenshot posted on the Facebook page of Christoph Hoerstel from Potsdam shows that 89 percent answered with a resounding "yes," with the remaining 11 percent responding with a "no." Respondents could choose only those two options.
Since 1984, 155 countries have signed up to the UN Convention against Torture. However, at least 79 of these countries still engage in torture, according to human rights group.
And since 'enhanced interrogation techniques', as the US military euphemistically calls the practice, generally occurs behind closed doors, the actual number of countries that engage in torture techniques is probably "higher still."
Comment: Torturing other human beings is how psychopaths get their "kicks". There is no better indication of just how pschopathologized the human race has become than when a large number of them support the torture of others in order to "protect their freedoms". It's pure psychopathic paramoralistic thinking: 'I support the brutalization of other human beings and the denial of their basic freedoms so that I can have my 'freedoms'.
The world seemed surprised to learn of the US practice of torture in Iraq.
But in fact, the US has been actively engaged in torture since at least the 1940s.
After the Second World War, the US not only imported hordes of military scientists - beginning with Werner von Braun who designed the US missile and space programs.
The US also imported and protected many condemned German and Japanese war criminals, especially those skilled in torture methods.
When the US overthrew the government in Iran in 1953 and installed the Shah, they also designed and installed his dreaded Savak Secret Police - which was especially famous for torture.
According to researchers, not only did the US design this secret police and torture regime, they actually managed it on a daily basis, down to the selection and running of agents.
The CIA in the Philippines and Indonesia developed a massive 1000-page torture manual based on direct experimentation that was subsequently distributed for decades to all their dictator-puppets in Central and South America.
It was until at least well into the 1980s that the US CIA was distributing its euphemistically-titled "Human Resource Exploitation Training Manual - 1983", teaching its dictators all the fine points of how to torture their own people.
And it was in Central and South America that the CIA participated so actively in the training of torture methods, even bringing many "students" to the US to study and practice, so the US could export the savage brutality to its colonies.
The US actively taught, and supported, torture as a means of civilian control, including the numerous CIA-sponsored "death squads" in Central America. None of this is a secret any longer.
On Tuesday, Turkish Foreign Minister Ahmet Davutoglu said his country sees no obligation to pay the compensation to a country that it does not formally recognize.
"In terms of the grounds of this ruling, its method and the fact that it is considering a country that Turkey does not recognize as a counterpart, we see no necessity to make this payment," Davutoglu commented."Yesterday's ECHR ruling consists of some legal contradictions and therefore we don't see it as at all binding, in terms of payment," he said.

In a statement published on its website, Burisma Holdings announced Hunter Biden would join its board of directors and head the company's legal unit.
"As a new member of the board, I believe that my assistance in consulting the company on matters of transparency, corporate governance and responsibility, international expansion and other priorities will contribute to the economy and benefit the people of Ukraine," Hunter Biden said in the statement.
Burisma owns several Ukrainian oil and gas companies, including Esko Pivnich and Pari, Lenta.ru reported Tuesday. The company also has assets in Ukraine's Dnepr-Donetsk, the Carpathian and the Azov-Kuvan basins.

Without booking any coaches, a relatively small group of Boko Harem operatives managed to kidnap up to 300 young girls from a secondary school in Chibok in remote northeastern Nigeria... on April 14th.
If this was indeed a real kidnapping even, the response time is pretty pathetic - nearly one month? Barack and Michelle Obama were a bit slow on the uptake of this story, not least of all because Washington has been very busy indeed - ginning-up war with Russia, shipping weapons to Islamic extremists in Syria, various and sundry coups and destablisation plans around the globe, and last but not least, pretending to care about the missing airliner Flight MH370. Not worry, the FBI have been sent to Nigeria to take control of the crime scene - which may, or may not be good news for Nigerians. If the FBI were really there to figure out what happened, then they should dig into this: for some unknown reason up until a few months ago, the White House was trying to keep Boko Haram off the State Dept's Official Designated Terror List, and there's probably a very good reason for that...
