U.S. District Judge Gonzalo Curiel on Tuesday rejected arguments by the state of California and advocacy groups that the administration overreached by waiving laws requiring environmental and other reviews before construction could begin.
The challengers said a law that gave the Homeland Security secretary authority to waive the reviews had expired.
The ruling removes a potentially big obstacle for one of Trump signature campaign pledges. Environmental reviews are subject to legal challenges that can significantly delay or block construction.
Trump berated Curiel during the campaign for his handling of fraud allegations against now-defunct Trump University, suggesting the Indiana-born judge's Mexican heritage reflected a bias.

South Africa's parliament passed Tuesday a motion brought by the leftist party Economic Freedom Fighters, or EFF, to carry out land expropriation without compensation, a key pillar of the ruling ANC government and new President Cyril Ramaphosa.
The motion, which would include a review of the constitution, was sponsored by leader of the EFF Julius Malema and was passed by an overwhelming majority of 241 votes in favor versus 83 votes against the proposal.
"We must ensure that we restore the dignity of our people without compensating the criminals who stole our land," Malema told parliament while presenting the motion.

Washington last week persuaded member states of the Financial Action Task Force (FATF) to place Pakistan back on the "grey list" of nations with inadequate terrorist financing or money laundering controls. Pakistan was on the list for three years, until 2015.
The diplomatic setback has sparked anger in Islamabad against the US, which championed the motion against Pakistan at the FATF meeting in Paris. It represented another blow to the worsening relationship between the uneasy allies, who have long differed on how to combat militants waging war in Afghanistan.
It has also heightened concerns that Pakistan is becoming internationally isolated, and that its economy could suffer if global banking intuitions cut links with the nuclear-armed nation, or otherwise increase the cost of doing business with Pakistan.

Comment: So "the Party" in both China and the U.S. censor views on social media. That's the real issue here. Freedom of speech is curtailed to varying degrees all over the planet. It's a problem we haven't solved yet - in the east or the west. As for the upcoming decision to allow Xi to be president for life, that's not such a big deal. If a leader does a good job and retains the support of his people, it would serve his nation better for him to stay in office for as long as possible. The danger, of course, is that he will become a tyrant. So far, Xi hasn't given any indication that he is a tyrant. We have to agree with Sarah Sanders here: if that's what China wants to do, that's China's decision.
