Britain's next generation of Global Combat Ships are going anywhere but global, amid budgeting problems and indefinite delays, even as the UK hints the US must hurry and deliver on a significant fighter jet deal.

MPs were told on Wednesday that the critical Type-26 Frigates pioneered by former Prime Minister David Cameron are going nowhere for the foreseeable future.

"I can't give you a time or a date," the military's civilian lead on defense procurement, Tony Douglas, told the Commons Defence Committee.

Newly appointed defense minister Harriett Baldwin MP said: "It could be next year. We do not know yet."

Comment: Looks like the UK is in a hurry to build up its military post Brexit and with Theresa May at the helm.

The negotiated settlement between the People's Republic of China and the Republic of the Philippines over the Sino-Filipino territorial dispute(s) over ownership of the Spratly Islands (known as Nansha Islands in China) appears possible with the change of government in Manila. The term of the cabinet of Filipino President Benigno Aquino III and Filipino Secretary of Foreign Affairs Albert del Rosario, who both rejected bilateral talks with Beijing, ended on June 30, 2016. They have been respectively replaced by Rodrigo Duterte in the Malacañan Palace and Perfecto Yasay Jr. in the Department of Foreign Affairs. The new Filipino government in Manila has made several overtures about holding bilateral talks with Beijing and Foreign Secretary Yasay has announced that a special envoy will be appointed for negotiations with China.

Relations between the Philippines and China became strained under the Aquino III Administration. It rehabilitated the territorial dispute with China and eagerly began welcoming the revitalization of the US military presence in Southeast Asia. In 2011, a political decision was made under Benigno Aquino to refer to the South China Sea as the West Philippine Sea as a means of emphasizing the claim of the Philippines. The Aquino III Administration would even mandate the renaming of the South China Sea into law by an administrative order in 2012. Aggregating relations further, the Aquino III Administration initiated legal action over the territorial dispute against China through the Dutch-based Permanent Court of Arbitration on October 29, 2015.

On July 5, 2016 - just one week before the ruling of the Permanent Court of Arbitration on July 12, 2016 - President Duterte offered to hold talks with China. While he will surely use the Permanent Court of Arbitration as leverage in Sino-Filipino bilateral talks, Duterte appears to be keen on a settlement with China. These offers are part of a buildup from the 2016 election period in the Philippines.

Caught lying: French government admits truck attack in Nice had no national police present

After critical newspaper reports, France's interior minister has acknowledged there was no national police presence at the entrance to Nice's main walkway during the Bastille Day truck attack, backtracking on previous statements.

The entrance through which Mohamed Lahouaiej Bouhlel drove his truck before going on a rampage that claimed 84 lives was guarded only by the municipal police, who are more lightly armed, Bernard Cazeneuve said in a statement.

The acknowledgement came after several critical reports in the French media, which said there were serious security lapses in Nice despite France being on alert in the wake of last year's terrorist attacks in Paris.

German companies want to invest over €2billion in Russian high-speed railway

A consortium of major German companies has offered an over €2 billion investment in the Moscow-Kazan high-speed railway, Kommersant daily reported citing its sources.

According to them, officials from Russian Railways (RZD) met with the head of Siemens Russia and CIS Dietrich Meller this month. They discussed the possibility of €1.5 billion investment in the railway construction with an additional €700 million for the purchase of rolling stock. Siemens along with Deutsche Bank, Deutsche Bahn and other major companies are part of the German Initiative Group consortium.

Siemens has said it is ready to provide an enhanced version of the high-speed Sapsan train for the new railway.

The Moscow-Kazan route is planned as part of a network of high-speed lines to be built by the time Russia hosts the football World Cup in 2018.

Brazil arrests 10 suspected Islamic State members 'planning Rio Olympic terrorist attacks'

Interim Brazilian President Michel Temer has called an emergency cabinet meeting, after authorities arrested 10 alleged Islamic State members, who were planning to carry out acts of terror during the Olympic Games in Rio, which begin next month.

The police operation, codenamed 'Hashtag,' took place across nine states, with suspects arrested in Sao Paulo and Parana. Justice Minister Alexandre Moraes told a news conference on Thursday that all the detainees were Brazilian nationals.

Judicial authorities in the state of Parana claimed that intercepted data and telephone calls revealed that a terrorist cell was planning to use "weapons and guerrilla tactics" to achieve its aims. It says that 12 warrants have been issued for an initial 30 days, which could be extended if charges are substantiated.

Turkish officials: Military coup well planned, nearly succeeded, new details

It was midnight in the Turkish capital, just two and a half hours into the attempted coup, and the group of nine senior ministers who were gathered in a conference room at the prime ministry were convinced that they were all about to meet their end. "They probably will be successful and we will die tonight," said one of the ministers, according to an official who was present at the meeting. "Let us be ready to die. We will all be martyred in this fight."

He sent his bodyguard to fetch his personal gun. Security forces charged with protecting the building had been escorted out of the room in a sombre scene, because ministers did not know who to trust in the middle of the unfolding coup.

They were in the meeting when the state broadcaster, TRT, was taken over by the rebels and the channel's anchorwoman was forced to read a statement declaring the military was in control and denouncing President Recep Tayyip Erdoğan. The cabinet fell into utter silence for two minutes. Then one minister cracked a joke that eased the tension: "Don't bother with TRT, I don't even watch it during regular times, it's just state TV."

Nearly three days have passed since a faction within Turkey's military attempted to overthrow the government, deploying tanks to the streets of Istanbul and Ankara, blocking bridges, arresting top military officers, seizing TV stations and launching coordinated attacks on police and security headquarters, promising to restore true democracy.

Comment: Too soon to tell what is absolute fact, fiction or speculation and the narrative will keep changing as new information surfaces. One way or another, in the end, history will be "written by the victors." It will be up to us to determine the truth and worth of its contents.

The grubby underside of US electoral politics is on show once again as the Democratic and Republican candidates prepare to fight it out for the presidency. And it doesn't get seamier than the battle to prove how loyal each candidate is to Israel.

New depths are likely to be plumbed this week at the Republican convention in Cleveland, as Donald Trump is crowned the party's nominee. His platform breaks with decades of United States policy to effectively deny the Palestinians any hope of statehood.

The question now is whether the Democratic candidate, Hillary Clinton, who positions herself as Israel's greatest ally, will try to outbid Mr Trump in cravenly submitting to the Israeli right.

It all started so differently. Through much of the primary season, Benjamin Netanyahu's government had reason to be worried about Israel's "special relationship" with the next occupant of the White House.

Comment: America: the greatest democracy money can buy, where your only options for president are two of the most reprehensible people imaginable. Did anyone really think either of their policies on Israel and Palestine would be any different?

Iran's fault? US Court reverses order to sell Iranian assets to compensate 9/11 victims

The Second Circuit Court of Appeals did not address the fact that Iran has no immediate connection to the worst attack on US soil in history, but rather ruled that the properties seized by authorities may not actually belong to Iran.

An unprecedented terrorism-related forfeiture order against the Iranian government that would benefit families of 9/11 victims was reversed on appeal on Wednesday.

The Second Circuit Court of Appeals in Manhattan rejected a lower court's reasoning in ordering the sale of a 36-story office building along with other properties, to benefit 9/11 families.

The families and the US government had sued the Alavi Foundation and Assa Corp., the building's part owners. US Attorney Preet Bharara confirmed that the sale of the building would have been the largest ever terrorism-related forfeiture.

Turkey to suspend European Human Rights Convention after failed coup

The European Human Rights Convention is suspended during the State of Emergency in Turkey after failed coup attempt, according to Turkish Deputy Prime Minister Numan Kurtulmus.

Turkey will suspend the European Convention on Human Rights as the country enters into a 1.5-month state of emergency following an attempted government overthrow, Turkish Deputy Prime Minister Numan Kurtulmus said Thursday.

"We want to end the state of emergency as soon as possible, within a maximum of 1.5 months. The European Human Rights Convention is suspended during the State of Emergency," Kurtulmus told reporters in Ankara.

The state of emergency entered into force Thursday after being announced by President Recep Tayyip Erdogan and published later in the official gazette.

In the wake of the attempted coup, Turkish authorities have conducted an unprecedented crackdown on individuals believed to be involved, including governors, prosecutors, intelligence officers, judges, and military personnel.

The EU foreign ministers urged Turkey on Monday to abide by the norms of the Convention, including the abolition of death penalty, when punishing participants of a coup attempt numbering in the thousands.

Comment: It's looking more and more like Turkey could care less about staying in the EU and abiding by their rules. Who can blame them, since the EU is merely the footstool for American imperial interests, the same group that was likely behind the failed coup.
