'Root causes' of Ukraine conflict should be eliminated - Lavrov

The world should address the "root causes" that led to the "crisis" in Europe and the ongoing conflict in Ukraine, Russian Foreign Minister Sergey Lavrov told a ministerial summit at the UN Security Council on Tuesday. Ending the standoff between Moscow and Kiev should be accompanied by the removal of the threat posed by the West to Russia's security, he said.

Conditions for a "sustainable peace" between Russia and Ukraine had already been presented by Russian President Vladimir Putin, the top diplomat noted. In June, Putin outlined Moscow's terms for initiating a ceasefire. They involved a full withdrawal of Ukrainian troops from all Russian territories, including the republics of Donetsk and Lugansk, and the regions of Kherson and Zaporozhye, as well as a legal commitment from Kiev never to join NATO.

Any final deal should be recognized in Western capitals and pave the way to lift sanctions against Russia, Putin added. Both Kiev and its Western backers dismissed the offer.

Any "political and diplomatic settlement [of the Ukraine conflict] should be accompanied by specific steps aimed at removing the threats to the Russian Federation posed by the [West]," Lavrov told the UNSC as he listed the measures needed to "restore trust and stabilize the situation" on the international arena. "The root causes of the crisis that has broken out in Europe should be dealt with once and for all."

Russia and the West need mutual "guarantees and agreements," the minister stated, adding that "new geostrategic realities on the Eurasian continent" should be taken into account as well. According to Lavrov, a new "pan continental architecture of truly equal and indivisible security" was being formed on the continent.

Polish President Andrzej Duda has warned of an imminent war between Russia and NATO if Kiev fails to secure victory in its conflict with Moscow.

In an interview with the Wirtualna Polska news portal on Tuesday, Duda claimed that if Russia were allowed to defeat Ukraine, it would then attack NATO states - a prospect that has been mentioned by Western leaders several times and which Russia has repeatedly denied.

"We cannot allow Russia to win this war... Because if we let Ukraine lose, then a potential war between Russia and the West will be extremely close," Duda claimed, slamming Moscow's operation against Kiev as a manifestation of "Russian imperialism." He also claimed that Russian President Vladimir Putin would want to "attack further and further" if allowed to win against Ukraine.

Duda claimed that NATO is "unanimous" in considering Russia "the greatest and direct threat to the security" of the bloc, and signaled that despite being a "defensive alliance," it is gearing up for a war with Russia.

"There is a determination to show Putin that the West is not afraid... The threat of war exists, because words of condemnation alone will not deter Russia," the Polish leader said, adding that NATO is therefore "arming" itself to "deter" the 'Russian threat' with military might.

Poland has been one of Ukraine's key backers in the conflict between Kiev and Moscow, sending military aid to its army and serving as a hub for weapons provided by other Western nations.

US President Joe Biden is experiencing "mild symptoms" after contracting Covid-19 and will cancel his planned public appearances in Las Vegas to isolate in Delaware, the White House announced on Wednesday.

"The President presented this afternoon with upper respiratory symptoms, including rhinorrhea (runny nose) and a non-productive cough, with general malaise. He felt okay for his first event of the day, but given that he was not feeling better, point-of-care testing for COVID-19 was conducted, and the results were positive," the president's doctor, Kevin O'Connor, said.

The White House emphasized that Biden is "vaccinated and boosted and he is experiencing mild symptoms," and has already received "his first dose of Paxlovid."

Biden was scheduled to speak at the civil rights nonprofit UnidosUS conference on Wednesday, but the organizers said the plan was scrapped.

Comment: Biden is becoming such a walking disaster for the Democratic party that they needed to get him out of the public eye and the go to explanation is Covid. The vaccines were promoted as safe and effective and to stop getting Covid and also Covid transmissions, right? Oh, and we were also told that Covid was over.

This could be the sign that those behind Biden are ready to pull the plug and get a new candidate. The tired excuse that he is sick with Covid and thus prepare a 'graceful' pullout from the election?

Turkey has mobilized all its power to force the Israeli cabinet to accept the Gaza ceasefire, he said, pointing to the suspension of business transactions with the Zionist regime and Ankara's decision to intervene in the Israeli Genocide case filed by South Africa at the International Court of Justice.

Comment: Whilst Turkey may be notorious for playing both sides to its benefit, it seems that when it matters most - whether in Gaza or Ukraine - it tends to err on the side of right. And that might explain why Erdogan has found himself so frequently targeted for removal:

European Council President Charles Michel rejected Hungary's negotiation proposals to end the Russia-Ukraine war, Reuters reported on Tuesday, denouncing Hungarian Prime Minister Viktor Orban's "peace mission" talks with Russia, China, and Ukraine.

"The rotating Presidency of the Council [that Hungary holds] has no role in representing the Union on the international stage and received no European Council mandate to engage on behalf of the Union," Michel said in a letter to Orban concerning negotiations on the conflict.


Comment: Maybe not the Eurocrats, but it's likely that the majority of Europeans would favour a peace deal; Ukrainians, too.

Years of efforts by Israeli Prime Minister Benjamin Netanyahu to mend relations with former President Trump may have shown some progress in the wake of the assassination attempt against Trump.

The big picture: Netanyahu allies have met with Trump on at least four occasions over the past three years to try to repair ties, which deteriorated after Netanyahu congratulated Biden for his victory in the 2020 election.
  • One went so far as to bring a copy of Netanyahu's book to Mar-a-Lago and read passages praising Trump, according to a Netanyahu aide.
  • "But every time we thought we managed to put this behind us we discovered that it didn't work and that Trump was still angry," the aide told Axios
Why it matters: Netanyahu aides worry relations won't be as close if Trump wins in November as they were during his first term.
  • They were encouraged, however, that after Netanyahu sent Trump a video condemning Saturday's assassination attempt, Trump posted it on Truth Social.

Imagine if the would-be murderer succeeded in taking out the Republican candidate. What sort of chaos would that have triggered?

If you say "Fort Sumter," most Americans would recognize the place where their Civil War began in 1861. When that war was over four years later, between 752,000 and 851,000 soldiers were dead (not counting civilians), the equivalent of 2% of the US population on the eve of the war. If not for the Civil War and its role in it, Fort Sumter would be one quaint historical monument among many others, but it would hardly have the name recognition it now has.

The small town of Butler, a rural county seat in the state of Pennsylvania with less than 14,000 inhabitants, may just have missed its chance to acquire a similar dark fame.

Taipei "doesn't give the US anything" despite being "immensely wealthy," the former president has complained.

Republican presidential candidate Donald Trump has indicated he would be less willing to defend Taiwan from mainland China than his Democratic rival and incumbent US President Joe Biden.

It is "stupid" for Washington to offer protection to Taipei for free, Trump insisted in an interview with Bloomberg recorded on June 25 but published in full on Tuesday.
"I know the people very well, respect them greatly. They did take about 100% of our chip business. I think Taiwan should pay us for defense.

"I don't think we are any different from an insurance policy. Taiwan doesn't give us anything" despite being "immensely wealthy."
The self-governed island of Taiwan, which China views as part of its territory, produces an estimated 90% of the world's super-advanced semiconductor chips.

The Supreme Court takes on the Administrative State

In a highly controversial decision, the Supreme Court on June 28 reversed a 40-year old ruling, reclaiming the Court's role as interpreter of statutory law as it applies to a massive body of regulations imposed by federal agencies in such areas as the environment, workplace safety, public health and more.

The Court's 6-3 conservative majority overturned a 1984 ruling, also issued by that Court's conservative majority, that granted authority to a federal agency if a Congressional statute involving that agency was ambiguous or incomplete. It left the interpretation of the law to the agency rather than the courts. This principle blocked individuals and businesses from suing agencies in court for damages incurred when the agencies exceeded their Congressional mandates.

"Chevron deference," the name given the 1984 decision due to the litigation involving that company, has been grounds for upholding thousands of regulations by a host of federal agencies over the last four decades. Opinions by commentators on its reversal range from "an epic disaster, ... one of the worst Supreme Court rulings ... another huge gift to special interests and corporations," to "a victory for the common man" and "an important win for accountability and predictability at a time when agencies are unleashing a tsunami of regulation — in many cases clearly exceeding their statutory authority ...."

On July 10, Reuters reported that House Republicans had asked all federal agencies to begin reviews of regulations that could be affected by the recent ruling, noting:
Three House committees — Agriculture, Oversight, and Education and Workforce — targeted agencies including the Environmental Protection Agency, the Securities and Exchange Commission and Department of Labor in what the chamber's No. 2 Republican, Steve Scalise, called a "fight to free the American people from the power-​hungry administrative state."

Former US President Donald Trump was "changed permanently" by the attempt on his life over the weekend, and will be a more moderate figure going forward, his son, Donald Jr., has told Axios.

Trump narrowly avoided death at a campaign rally in Butler, Pennsylvania, on Saturday, when an assassin's bullet clipped his ear as it whizzed past his head. Firing from a rooftop around 500 feet (150 meters) from the stage, the gunman killed one spectator at the rally and wounded two others before he was shot dead by Secret Service snipers.

Speaking to Axios on the sidelines of the Republican National Convention (RNC) in Wisconsin on Tuesday, Trump Jr. said that he was fishing with his family when his fiancee told him his father had been shot.
