"We have presented concrete facts obtained from various sources both to the UN and to The Hague, where the OPCW (Organization for the Prohibition of Chemical Weapons) headquarters is located," Lavrov said, while speaking about the risk of a false-flag attack involving the use of chemical weapons in Syria, adding that "these facts are congruent."
Lavrov said that "there is no doubt that such provocations are being prepared." He explained that terrorist groups entrenched in Syria's northwestern province, including Al-Nusra Front (now known as Tahrir al-Sham), are trying to derail the separation of terrorists from other armed groups "in every possible way."
Tehran has been supplying its Shi'ite allies in Iraq with short-range ballistic missiles and means of their production over the last several months, Reuters reported on August 31, citing anonymous sources among Iranian officials, Iraqi and western intelligence. According to the media outlet, the reason behind the move was to build up its deterrence capacity in the event of an attack.
"The logic was to have a backup plan if Iran was attacked. The number of missiles is not high, just a couple of dozen, but it can be increased if necessary," an anonymous senior Iranian official said.
One anonymous western source, interviewed by Reuters, said that the alleged arming was a warning to the US and Israel after the latter carried out airstrikes on purported locations of Iranian troops in Syria. Iraqi and Iranian sources said that the decision was made 18 months ago, but the process ramped up only recently.

Iran has since denied the claims, but they may not be baseless.

Russia has blocked the upcoming report of the UN Security Council Sanctions Committee on North Korea (the 1718 Committee) on the implementation of sanctions against North Korea and its nuclear program, demanding that it be amended.
"The discussion was vivid... we put on hold the report of the Committee 1718, because we disagree with certain elements of the report and on the conduct of the business itself. I will not dwell upon it because the report, before it is published, is confidential,"
Vassily Nebenzia, the Russian representative at the UN told the media. Nebenzia reiterated that Russia has been vocally against any part of the report being made public prematurely.

Alexander Zakharchenko, the head the self-proclaimed Donetsk People's Republic (DPR).
A lawmaker of the People's Council of the DPR confirmed reports about the death of DPR leader Alexander Zakharchenko in a bomb explosion in downtown Donetsk on Friday.
"The DPR leader died in the explosion at Separ cafe," Vladislav Berdichevsky told reporters.
Later DPR Head adviser said that the bomb that killed Zakharchenko was deliberately placed in the restaurant he visited.
According to the government source, Zakharchenko died due to a severe head wound. The security source with the self-proclaimed People's Republic told Sputnik that DPR Finance Minister Alexander Timofeev was also wounded in the incident.

One of Zakharchenko's deputies also sustained severe injuries in the blast while several bodyguards died in the incident, Kazakov said. He added that Zakharchenko died at the scene as well, contrary to the earlier reports suggesting he was injured and succumbed to his wounds in a hospital.
Moscow condemned 42-year-old Zakharchenko's murder, adding that it could be detrimental to the whole peace process in Ukraine. The death of the DNR leader could have a particularly negative impact on the implementation of the Minsk Agreements, Konstantin Kosachev, the head of the Russian Senate's International Affairs Committee, said.
There is "every reason to believe" that Zakharchenko's murder was orchestrated by Kiev, which "has repeatedly resorted to such methods to get rid of dissidents and undesirables," Maria Zakharova, spokeswoman for the Russian Foreign Ministry, said.
According to Alexander Kazakov, adviser to the DPR head, the suspects have been detained following an operation."At this point, a state of emergency has been introduced in the republic, the borders have been closed, suspects have already been detained," Kazakov said in an interview with the television channel Russia-1.© @Russ_Warrior/Twitter

Kazakov added that despite the announced detention of the suspects, the borders of the DPR, including those with Russia and Lugansk People's Republic, are closed as operation is in course.
Following the death of the DPR Head, the deputy prime minister Dmitry Trapeznikov was appointed as Zakharchenko's successor.
"The decision of the DPR territorial defense headquarters: in accordance with the paragraph 1 of the article 102 of the DPR Constitution, to appoint Trapeznikov Dmitry Viktorovich, the deputy head of the council of ministers, interim [DPR] leader in connection to the death of [DPR] head Alexander Zakharchenko," the decision, read out by Trapeznikov himself.
Russia's Statements on the Assassination
Commenting on the issue, Russian President Vladimir Putin said that the incident was an attempt to destabilize the situation in the region and bring the people of Donbass to their knees, adding that the hoped to see organizers and perpetrators of the "despicable assassination" found and punished.
The President also expressed his deep condolences, that Russia will always be with the people of Donbass.
"I want to express condolences... to relatives and friends of Alexander Vladimirovich Zakharchenko and all people of Donbass. Russia will be always with you," Putin said.
Following the explosion, Russia's Investigative Committee has opened a criminal investigation, considering the incident to be an act of international terrorism, spokeswoman Svetlana Petrenko said.
"Russia's Investigative Committee, based on the existing international experience in the investigation of terrorist acts, is ready to provide all possible assistance to law enforcement agencies of the Donetsk People's Republic in the probe," Petrenko added.
In Colombia, 13 countries, including Argentina, Brazil, Honduras, Mexico, Panama, Costa Rica, Canada, and England will participate this Thursday in the 58th edition of the United States Southern Command-sponsored joint military exercises known as "Unitas."
The exercises first took place in Venezuela, in 1960, in the context of the Cold War and U.S. anti-communism. This year, it will take place in Cartagena, between August 30 and September 11.
Although the event presents itself as promoting "hemispheric solidarity," some countries are concerned about the increasing U.S. presence in Latin America.
Mahmoud Abbas, Chairman of Fatah and president of the Palestinian Authority that rules the West Bank, opposes a solution to the issue of Palestinian refugees that would "destroy Israel," The Times of Israel reported, citing sources who met with Abbas earlier this week.
"He told us that he does not support or want a solution to the issue of refugees that would destroy Israel," Ilai Alon from the Interdisciplinary Center Herzliya told the newspaper.
Comment: Palestine is already an open air prison and conditions there do not improve as time goes by. What benefit could there be for returning refugees en masse to such deplorable conditions. Comment: This just adds to the murderous Kiev regime's efforts to assasinate Donetsk People's Republic leaders:
In February 2017, separatist commander Mikhail Tolstykh, 36, whose nom de guerre was Givi, died in an explosion in his office in Donetsk.
Another separatist commander -- Arseny Pavlov, known as Motorola -- was killed when a bomb exploded in an elevator in his apartment block in Donetsk in October 2016.
On January 1, 2015, Aleksandr Bednov, a separatist commander in Luhansk, was killed resisting arrest by fellow separatist authorities on charges he ran a torture chamber in the basement of a rebel-held building.
Sean Casten, who hopes to replace Republican Peter Roskam, currently representing Illinois' 6th district in the federal legislature, made the staggering claim about supposed similarities between Trump and Bin Laden's success during a meet-up with voters in February. However, the recording only surfaced on Wednesday, published by Washington Free Beacon with the campaign for the congressional seat in full swing.
Casten was talking to a voter, discussing the measures he would take to fight gun violence, when he made the bizarre comparison. The audience, from what can be heard on the recording, didn't seem to mind the parallel.
The response came hours after EU Trade Commissioner Cecilia Malmstrom announced that the bloc is "willing to bring down even our car tariffs to zero, all tariffs to zero, if the US does the same."
"It's not good enough. Their consumer habits are to buy their cars, not to buy our cars," Trump said in an interview with Bloomberg News.
Under the current trade agreement, Washington levies a 25 percent tariff on light trucks and pickups and 2.5 percent on smaller vehicles from Europe, while Brussels imposes a 10 percent tariff on all passenger cars imported from the US.

Western media have described the unrest and violence in Nicaragua as a 'campaign of terror' by government police and paramilitary. This has also been asserted by large non-governmental organizations (NGOs). In May, for example, Amnesty International issued a report titled 'Shoot to Kill: Nicaragua's Strategy to Repress Protest.'
A Miami Herald op-ed summarized: "It's not like there's any confusion over who's to blame for the recent killings amid Nicaragua's political violence. Virtually all human rights groups agree that Ortega's police-backed paramilitary goons are the culprits."
Much less publicized, other analysts have challenged these assertions. They claim the situation is being distorted and the reality is very different. For example, Camilo Mejía wrote an open letter condemning the Amnesty report for being biased and actually contributing to the chaos and violence.
