The city wants to change its General Local Regulation to declare parts of the public space smoke-free. The initiative for declaring smoke-free areas will lie with institutions in the city, and not the municipality itself. For example, a hospital can submit a request to the municipality to ban smoking on the square in front of its entrance. The municipality can then, on the basis of the adapted General Local Regulation, prohibit smoking on that spot.
The enforcement of the smoking ban will also be primarily the institution's responsibility. But if a smoker lights a cigarette in a smoke-free area and refuses to leave, the police can be called in. What penalty the smoker will face, is not yet clear.
These people are known by the name Uyghur, and they live in the far Western province of Xinjiang, China. They are Chinese citizens, but from an ethnic minority. In 2009 deadly violence erupted there; however, the Chinese authorities had mentioned earlier in 2002, that a radical Islamic terrorist group, which was supported by foreign sources and under the umbrella of al Qaeda, had been carrying out terrorist attacks in China.

"Our S-300, S-400 and S-500 systems, which are close to serial production, do have better specifications in comparison with all competitors, be it either [US-produced] Patriot, or French and Israeli systems," he said during the Revunov Award ceremony, annually held for young engineers at the Bauman Moscow State Technical University.
The S-500 Prometey ("Prometheus") is a new generation surface-to-air missile system with a range of 400-600 kilometers (250-370 miles), designed for intercepting and destroying intercontinental ballistic missiles, as well as hypersonic cruise missiles and aircraft.
On May 15, Russian President Vladimir Putin said that development and preparation for the serial production of the newest S-500 air defense system should be completed as quickly as possible. The deliveries of S-500 systems to Russia's Aerospace Forces are expected to start around 2020.
The US newspaper said Jordan and Bahrain will lose one battery of US long-range anti-aircraft missiles next month, while Kuwait will part with two. The systems are not meant to be replaced, so the withdrawal would permanently reduce the defensive capabilities of the three nations. The systems are already offline and are being prepared to be moved, a military source told the WSJ.
The report would not disclose where the Patriot missiles would be redeployed, but said it was part of the Pentagon's strategy of changing focus from the Middle East towards China and Russia, which were named as the main threats to US global interests in the Trump administration's defense strategy review.
A statement said the September 25 meeting between U.S. Deputy Secretary of State John Sullivan and Ukraine's Foreign Minister Pavlo Klimkin on the sidelines of the UN General Assembly also touched upon Russia's "use of energy projects to extort and intimidate Ukraine and other European allies," as well as Kyiv's progress in implementing political and economic reforms.
Sullivan reiterated that the United States "will never recognize Russia's attempted annexation" of Ukraine's Crimean Peninsula and reaffirmed "strong U.S. support" for the country's sovereignty and territorial integrity, according to the statement.
Comment: This is really all about Nord Stream 2. The US and Ukraine seem to think they are entitled to Russia's resources. They're not, and no amount of crying or framing Russia as the 'Great Demon' will change that.
Russian Foreign Minister Sergei Lavrov has warned Western countries against new strikes on Syria. He also mentioned possible provocations with the use of biological weapons, noting that constructive dialogue between Moscow and Washington is needed in order to strengthen the non-proliferation regime.
"There's an alarming situation regarding the issue of chemical disarmament. First of all, this is in connection with the actions of a number of Western states accusing the Syrian authorities with more and more unsubstantiated allegations of using banned chemical agents. We warn [the West] against new strikes on the territory of the Syrian Arab Republic under another staged pretext," Lavrov said at a UN Security Council meeting.
Previously, US President Donald Trump stated that the US would respond if chemical weapons are deployed by the Syrian government.
Earlier this year, a coalition, led by Washington, carried out a series of airstrikes against Syrian forces following an alleged chemical weapons attack by the government in the city of Douma. Damascus denied the accusations, while Moscow stated that the whole attack was a false flag operation, staged by anti-government militants.
Footage released by Russia's defense ministry demonstrated the capabilities of the Kh-35U anti-ship missiles, which the military vaunts as a ship killer immune from enemy defense mechanisms.
Russia's Ministry of Defense announced this week: "Su-34 multifunctional fighter-bombers carried out practical launches of the newest guided anti-ship missiles Kh-35U."

Speaking on the sidelines of the UN general assembly in New York, Federica Mogherini, the EU external affairs chief, said the SPV was designed to facilitate payments related to Iran's exports - including oil - and imports, so long as the firms involved were carrying out legitimate business under EU law.
