Announced Monday by acting Director of Citizenship and Immigration Services Ken Cuccinelli, the rules would make most legal immigrants ineligible for welfare benefits, public housing and food stamps. Being considered a "public charge" would also make foreigners ineligible for entry into the US, and those already in the country ineligible for citizenship or permanent residence. The rules go into effect on October 15, with exemptions for refugees and asylum seekers.
The move aims to "ensure that non-citizens do not abuse our public benefit programs and jeopardize the safety net needed by vulnerable Americans," the White House said in a statement.
Sergey Shoigu was returning from Russia's Kaliningrad region guarded by two Su-27 escorts, according to Zvezda TV, the television channel of the Russian Defense Ministry.

The post received approving nods from "Iranian-American" accounts retweeting hashtags like "#PahlaviMadeIranGreat" and "#IranRegimeChange" (and, interestingly enough, a lot of Hong Kong protesters), but others pointed out that had the US not withdrawn from the JCPOA nuclear agreement, "there would be no problem." Still others noted that the US was clearly worried about Iran being able to arm itself and push back against American aggression, and that the "threat" was entirely imaginary.
Foreign Minister Rodolfo Nin Novoa, from the Broad Front, the party of progressive former President Jose Mujica, said the U.S. knows that security is a core issue in the country's October elections.
Novoa said that "The last 50 years of history" have led him to the conclusion that the U.S. is using this to intervene in national politics, in support of the right-wing opposition. His comments follow the U.S. upgrading Uruguay's security threat, which the government said had no grounds.
The tensions come just days after Uruguay issued Monday a warning to their citizens against traveling to the U.S. due to the rise in mass shootings and hate crimes. In retaliation, the U.S. upgraded Uruguay from a level 1 threat to a level 2.
Russia's finance ministry welcomed the decision.
"We believe that the Fitch decision will become a legitimate reason for raising Russia's credit sovereign rating by the rest of the Big Three rating agencies," the ministry said in a statement.

Speaking to RT Deutsch in his first detailed interview since the scandal erupted in May, Strache revealed the behind-the-scenes promises allegedly made and broken in the wake of the scandal known as 'Ibiza gate', which ended in a coalition break-up, a minister cull, the resignation of Chancellor Sebastian Kurz, and an early election set for September 29.
But Strache, who called the video "a honey trap stage-managed by intelligence agencies," is certain he will make a comeback. "After the investigation is over, I can certainly go back into politics. I already said that the investigation is now of the highest priority," he told RT.

"Our sources are still saying that it looks like suicide, and this is going to set conspiracy theorists abuzz I fear," said NBC correspondent Ken Dilanian. "NBC News has been hearing all day long that there are no indications of foul play, and that this looks like a suicide and that he hung himself in his cell."
Dilanian, who stumbled over the phrase "conspiracy theorists" in his haste to get it in the first soundbyte, is a known asset of the Central Intelligence Agency. This is not a conspiracy theory, this is a well-documented fact. A 2014 article in The Intercept titled "The CIA's Mop-Up Man" reveals email exchanges obtained via Freedom of Information Act request between Dilanian and CIA public affairs officers which "show that Dilanian enjoyed a closely collaborative relationship with the agency, explicitly promising positive news coverage and sometimes sending the press office entire story drafts for review prior to publication." There is no reason to give Dilanian the benefit of the doubt that this cozy relationship has ended, so anything he puts forward can safely be dismissed as CIA public relations.
"I was appalled and indeed the whole department was, and frankly angry, to learn of the Metropolitan Correctional Center's failure to adequately secure this prison," Barr told reporters at a press conference in New Orleans.
"We are now learning of serious irregularities at this facility that are deeply concerning and demand a thorough investigation. The FBI and office of the inspector general are doing just that. We will get to the bottom of what happened and there will be accountability," he added.
The attorney general also issued a warning to those who may have conspired with Epstein, saying they "should not rest easy."
"Let me assure you this case will continue on against anyone who was complicit with Epstein. Any co-conspirators should not rest easy. The victims deserve justice and they will get it," he said.
Ghislaine Maxwell, known as Epstein's former girlfriend and personal assistant, is one of the financier's alleged co-conspirators and may still face charges. She is accused of recruiting teenage girls for Epstein and his associates.
"....another factor driving the intensity of conspiracy theorizing in the United States, and subsequent threat from conspiracy minded extremists, is the uncovering of real conspiracies and cover-ups, involving illegal, harmful or unconstitutional activities by government officials or leading political figures."To be clear the FBI are saying that the exposure of real state crimes encourages conspiracy theories. However, given that many conspiracy theories concern the exposure of real state crimes that's hardly surprising.
In a startling coincidence, the recent El Paso mass shooting attack has widely been reported by the mainstream media as the first clear example of a conspiracy theory inspired terrorist attack. The FBI's timely warning couldn't have been more auspicious. This attack certainly lends remarkable credibility to their claims. Yet perhaps there remains solid reason for doubt.
They FBI allege that people may commit acts of violence due to their awareness of these conspiracy theories (a.k.a. state crimes.) Given the terrible events in El Paso they may well be right. This can never be ruled out because people do stupid stuff all the time for all manner of unfathomable reasons. Therefore, the FBI suggest the sharing of information, which exposes political corruption, government cover-ups and state crimes should be silenced, just in case.
The US Empire
is not a term you will commonly hear when people refer to the United States of America. Nor is the Greater United States, American Empire or even just Empire. There is something of a taboo quality to using the word empire to refer to the US. Yet, that is precisely what it is. With numerous territories and land acquisitions, around 1000+ military bases worldwide and the ability to project its power to influence and coerce foreign territories and nations, the USA is the biggest empire the world has ever known. Countless foreign nations, victims of US aggression and invasion, have denounced the US for its imperialism, a word with the same etymological root as empire. So why is it so strange to describe it as the US Empire?
