The new sanction will hit Syria the day after the referendum on the new constitution set for February 26.
"Starting from Monday, we will take new strong measures, notably a freezing of the assets of the Syrian Central Bank," Juppe announced.
The statement comes as the minister is in Tunisia attending the "Friends of Syria" meeting.
Another participant in the event, US Secretary of State Hillary Clinton, on Friday called on all nations to freeze Syrian assets and boycott oil from the country.
The Pentagon is readying for the possibility of intervention in Syria, aiming to halt Syrian President Bashsar Assad's violent crackdown on protesters, the newspaper Asharq Al-Awsat reported Saturday, citing a US military offical.
According to the official, the intervention scenario calls for the establishment of a buffer zone on the Turkish border, in order to receive Syrian refugees. The Red Cross would then provide the civilians humanitarian aid, before NATO crews would arrive from Turkey and join the efforts.
The measure would pave the way for the US to declare an aerial blockade on Syria.
The intercession is to be modeled after NATO's efforts in Kosovo, which brought an end to the Serbian control of the region. NATO's plan of action included prolonged aerial shelling.
The US' diplomatic efforts have yet to yield an effective international resolution that would stop the bloodshed. More than 100 protesters have died over the weekend alone, human rights activists said.

"Huge batches of small arms and munitions for the Syrian Liberation Army's troops are supplied from Lebanon, Iraq and Turkey, but unofficially, not through these countries' governments," the source said. Russia's military expert, Lieutenant General Leonid Sazhin told Itar-Tass that "the scenario that has already been developed and administered by the United States and their NATO allies, mainly by France, Britain and Turkey, as well as the monarchy regimes from the Cooperation Council for the Arab States of the Gulf, in particular Saudi Arabia and the United Arab Emirates, is being implemented in Syria."
"This scenario was developed taking into account recent events in Libya, Egypt and other countries of the region with only one reservation - the lack of the UN Security Council resolution needed for the West. In fact, we see an unannounced military interference of some NATO member-states and countries of the region into Syria's domestic affairs, who side with one of the conflicting parties - the armed opposition," he said.

The US,UK and Israel are sending their mercenaries across to their next target.
Jordan-based AlBawaba news website says most of the gunmen who are being trained are actually part of the Libyan armed opposition, who have not had the chance to lay down arms following the toppling of Muammar Gaddafi's regime.
The allegations of funding from Riyadh and Doha were not attributed to anyone, but AlBawaba did draw attention to the fact that both Saudi Arabia and Qatar actively support the Syrian opposition.
At the same time, several Iranian news sources report that some 50 Turkish officers arrested in Syria last week have confirmed that they were trained by the Israeli Special Forces to carry out insurgent acts against the Syrian government and President Bashar al-Assad.

Syrian President Bashar al-Assad has pledged to hold parliamentary elections within 90 days if Syria’s new constitution is approved.
Millions of Syrians are expected to vote on their country's new constitution on Sunday. Posters and banners calling on the people to come out and vote have been placed everywhere in the capital and all around the country.
More than 14 million people over the age of 18 are eligible to vote at 13,835 polling stations, which will open for 12 hours at 7:00 am (0500 GMT).
The draft of the newly proposed constitution was made public several days before the referendum takes place. Copies have been distributed among the people to let them know what changes the new constitution will enact.

Hague made the announcement as he arrived in Tunisia to attend the so-called "Friends of Syria" meeting in Tunis, media reports said.
"We, in common with other nations, will now treat them and recognize them as a legitimate representative of the Syrian people", Hague said, referring to armed terror gangs who have taken arms against the popular government of President Bashar al-Assad in a few towns across the country.
In yet another example of the UK's double standards on foreign policy issues, William Hague described President Assad's government as a "criminal regime" and vowed to provide weapons and intelligence to rebels and terrorist snipers fighting the Syrian government forces and civilian population in the country.
It is useful to keep this idea in mind when trying to figure out if there will be a war with Iran. In short, what are the interests of the protagonists, and are they important enough for those nations to take the fateful step into the chaos of battle?
First off, because oil and gas are involved, a war would have global ramifications. Iran supplies China with about 15 percent of its oil, and India with 10 percent. It is a major supplier to Europe, Turkey, Japan, and South Korea, and it has the third-largest oil reserves and the second-largest natural gas reserves in the world. Some 17 million barrels per day pass through the narrow Strait of Hormuz, a significant part of the globe's energy supply.
In short, the actors in this drama are widespread and their interests as diverse as their nationalities.
A suicide attack in Damascus killed 26 people last month. The UN says more than 5,400 people have been killed in the government's crackdown on the uprising.








Comment: It is the Western rebels mercenaries who are blowing civilians and state security forces to pieces. The refugee crisis they anticipate will result (as it did in Kosovo) from indiscriminate NATO air strikes.
