'Most transparent ever' Obama administration set records for denying, delaying or obstructing FOIA requests

The Obama administration granted less than a quarter of public requests for government files in its last year in office and spent $36.2 million on legal battles to keep its files secret, according to a new transparency report compiled for "Sunshine Week."

Having aspired to be "the most transparent administration in history" at the beginning of President Barack Obama's first term, it instead set records for denying, delaying or obstructing requests for government records under the Freedom of Information Act (FOIA), the Associated Press reported on Tuesday, citing analysis of data provided by the US government.

The Justice Department spent $12 million on legal costs in fighting to keep its files from the public, with the Department of Homeland Security spending $6.3 million and the Department of Defense spending $4.8 million, AP noted. The three departments received more than half of the total FOIA requests made in 2016.

The National Bank of Ukraine (NBU) and the SBU security service have been told to draft proposals for sanctions against banks with stakes in Russian state banks, according to the head of the National Security and Defense Council, Alexander Turchinov.

"The National Bank of Ukraine, the Security Service of Ukraine are instructed to analyze activities of Ukrainian banking institutions with Russian state banks' shares in funds, and to submit the relevant proposals, including on imposing sanctions on them, by the end of the day," Turchinov said following Wednesday's meeting of the Council.

Several subsidiaries of Russian banks, including Sberbank, VTB, and Prominvestbank, are currently providing banking services in Ukraine. Apart from state-run banking institutions, there are also units of private Russian Standard Bank and Luxembourg ABH Holdings owned by Russia's Alfa Bank.

Ukrainian authorities have announced the suspension of all cargo traffic with areas held by Russia-backed separatists in the eastern part of the country, indicating that the government has moved to replace a blockade established by activists with official restrictions on commerce.

Security and Defense Council Secretary Oleksandr Turchynov announced the decision on March 15, shortly after President Petro Poroshenko proposed it at a session of the council.

The move comes after the government took steps this week to end a rail and road blockade established by Ukrainians opposed to any trade with the separatists, who control a portion of eastern Ukraine that includes coal mines and other industrial enterprises that have long been a crucial part of the country's economy. The activists maintaining the blockade called such commerce "trade in blood."

If we had a dime for every kooky, left-wing theory we've heard alleging some vast corporate conspiracy to exploit the treasures of the earth, destroy the environment and poison people with unknown carcinogens all while buying off politicians to cover their tracks, we would be rich. The problem, of course, is that sometimes the kooky conspiracy theories prove to be completely accurate.

Lets take the case of the $60 billion ag-chemicals powerhouse, Monsanto, and their controversial herbicide, Roundup as an example. For those who aren't familiar, Roundup Ready is Monsanto's blockbuster weedkiller, credited with transforming U.S. agriculture, with a majority of farm production now using genetically modified seeds resistant to the chemical.

For years the company has assured farmers that their weed killing product was absolutely safe to use. As proof, Monsanto touted the approval of the chemical by the Environmental Protection Agency (EPA).

Cambodians are responding with outrage to the U.S. government's demand that the country repay a nearly 50-year-old loan to Cambodia's brutal Lon Nol government, which came to power through a U.S.-backed coup and spent much of its foreign funds purchasing arms to kill its own citizens, according to Cambodia's current prime minister Hun Sen.

While the U.S. was backing the Lon Nol government, it was also strafing the Cambodian countryside with bombs—a carpet-bombing campaign that would eventually see over 500,000 tons of explosives dropped on the small Asian country, killing hundreds of thousands of civilians and leaving a legacy of unexploded ordnances.

Attributes of a psychopath can be good for running a business, says SXSW panel, but weak HR departments and investors can enable bad behavior

There is a high proportion of psychopathic CEOs in Silicon Valley, enabled by protective investors and weak human resources departments, according to a panel of experts at SXSW festival.

Although the term "psychopath" typically has negative connotations, some of the attributes associated with the disorder can be advantageous in a business setting.

"A true psychopath is someone that has a blend of emotional, interpersonal, lifestyle and behavioral deficits but an uncanny ability to mask them. They come across as very charming, very gregarious. But underneath there's a profound lack of remorse, callousness and a lack of empathy," said forensic and clinical psychologist Michael Woodworth, who has worked with psychopathic murderers in high security prisons, on Tuesday.

"They have certain characteristics like fearless dominance, boldness and a lack of emotion. Many successful presidents have scored highly [on the psychopathy scale]," said Woodworth.

Cuban government to reboot State news programming

The Cuban government is trying to reboot its Soviet-era style news programming with a high-definition current affairs channel staffed by young journalists.

The Caribe channel is starting slowly, with 3½ hours of offerings a night on a new channel available to a few hundred thousand viewers who have bought high-definition decoder boxes.

Producers say they hope to eventually expand to nearly round-the-clock programming. That's a niche currently occupied only by Telesur, a regional news channel financed by leftist Latin American governments.

Caribe channel producers say their programming premiering Tuesday night will be less dogmatic and more openly critical than traditional Cuban state television, whose reporting rarely goes beyond repeating communiques from government ministries. Cuban state media are facing increasing competition from more widely available online sources as internet access expands.

"Now we're going to be able to reflect the needs of the people in the news," said Karina del Valle, a 24-year-old presenter on a Caribe current-affairs show.

There's a superb scene in the movie Syriana where CIA bureaucrats distance themselves from one of their agents, Bob, played by George Clooney, who has become a troublesome asset for the agency. Terry, the pack leader, begins to extemporize a narrative to his subordinates. With cool detachment, he tells them: "Put some space between us and Bob. Bob has a long history of entrepreneurial operations. We haven't really had a handle on Bob for years. After 9/11, some people got a lot of leeway, let their emotions get the best of them. These are complex times. There's already an active investigation into Bob's activities in...help me out here."

At this point, the group flesh out the details of how they're going to burn the agency's connection to Bob, painting him as an agent gone rogue, slipping the net of agency supervision, defying protocol, and ultimately selling himself to unsavory elements that want a U.S. asset killed. In this way, the leviathan spits out a loyal servant, rendering him obsolete with a fable and a slander, sanctified by the imprimatur of the officialdom.

We should note the importance of the media in all this storyline, albeit fictional. The dark arts of propaganda aren't overtly mentioned, but they are the pivotal tools that will animate the destruction of Bob's career. All sound strangely familiar? It should. It's pretty much the script the intelligence community uses as its modus operandi when it needs to deal with an inconvenient public servant.

Russia's Western "colleagues" at the U.N. Security Council make it clear that they have a "different [operating] standard" with regard to Syria which "does not imply an unqualified denunciation of terrorism". Any questions?

The West's response to the deadly twin bomb attacks in Damascus on Saturday continues to shock even the most hardened cynics.

In what can only be described as an act of extremely good timing, Washington managed to distance itself from the group that claimed responsibility for the bombings just hours before the attack was carried out. Reuters then proceeded to portray the suicide bombers and the terrorist organization they belonged to as misunderstood "hardline rebels" fighting Assad's "tyrannical rule".
