Russia-US plutonium reprocessing deal no longer in force after Putin signs bill

President Vladimir Putin has signed an act suspending a 2000 agreement between the US and Russia on reprocessing weapons-grade plutonium extracted from decommissioned warheads.

The bill has already been published on Russia's official legal information website, meaning it's now in force.

It mentions that a decision to restore the agreement can only be made by Russia's president.

The deal between Moscow and Washington was ratified in 2000. As a means to safely utilize weapons-grade plutonium, it suggested a specific procedure to turn it into nuclear plant fuel. Starting from 2018, it was planned to reprocess 34 tons (68,000 pounds) of plutonium, which would have been enough to produce thousands of nuclear weapons, RIA Novosti reported.

James Comey's decision to revive the investigation of Hillary Clinton's email server and her handling of classified material came after he could no longer resist mounting pressure by mutinous agents in the FBI, including some of his top deputies, according to a source close to the embattled FBI director.

'The atmosphere at the FBI has been toxic ever since Jim announced last July that he wouldn't recommend an indictment against Hillary,' said the source, a close friend who has known Comey for nearly two decades, shares family outings with him, and accompanies him to Catholic mass every week.

'Some people, including department heads, stopped talking to Jim, and even ignored his greetings when they passed him in the hall,' said the source. 'They felt that he betrayed them and brought disgrace on the bureau by letting Hillary off with a slap on the wrist.'

According to the source, Comey fretted over the problem for months and discussed it at great length with his wife, Patrice.

Iraqi Army units have for the first time managed to enter one of the districts of Islamic State stronghold Mosul, following a two-week military operation aimed at clearing areas surrounding the city and ousting the terrorists.

The Iraqi Army and allied militias backed by the US-led coalition entered the Karama district of Mosul on Monday, an Iraqi officer reported, according to Reuters. This marks the first significant achievement in the advance into the city.

"They have entered Mosul. They are fighting now in Hay [district] al-Karama," General Wissam Araji of the US-trained Counter Terrorism Service said, according to Reuters.

The battle for Mosul is expected to take weeks or even months.

Comment: At this point it looks unlikely that the coalition will take Mosul in time for the U.S. election. If that was the plan, it looks like they may have miscalculated. The Islamic State's structure is more complex than the mainstream and alternative give it credit for. It is neither a collection of pro-American mercenaries doing the Empire's work for it (although there are surely some such individuals who have "infiltrated" its ranks, even at the top who guide its actions in that direction), nor a strictly anti-American organ of global jihadism (although plenty of its members embody that view).

There are several levels of ideology and involvement, ranging from forced conscripts and mercenaries to brainwashed fanatics, spellbinders, and psychopathic agents of influence. Just like the individuals and groups that came to be known as al-Qaeda, its hardcore leadership is more than willing to make secret deals with the Americans. But from their perspective, it's a marriage of convenience - there's no love lost between them. The U.S. and its allies send weapons and supplies, and IS avoids certain targets, or goes after certain targets that are convenient for both sides. But not everyone is aware of such deals, nor would they support them if they were.

In the case of Mosul, these complexities seem to be manifesting. Probably a good portion of IS got the message and fled Mosul for Syria before the battle or in its first 2 weeks (prior to the Shia militias cutting off the western corridor). But others are refusing to budge and executing those trying to escape. That's the problem: the U.S. has created a monster it cannot fully control. As Lobaczewski wrote in Political Ponerology:
Psychological warfare strategists must decide rather early on which ideology would be most efficient in a particular country because of its adaptability to said nation's traditions. [SOTT: In this case, the use of Wahhabi-Salafi-Takfiri ideology.] After all, the appropriately adapted ideology must perform the function of a Trojan horse, transporting pathocracy into the country. At the right time, local partisans are organized and armed, with recruits picked from dissatisfied localities; leadership is provided by trained officers familiar with the secret idea as well as the operative idea concocted for propagation in the country in question. Assistance must then be given so groups of conspirators adhering to the concocted ideology can stage a coup d'état, whereupon an iron-fisted government is installed. [SOTT: That has the plan for Syria, as the DIA knew in 2012: to establish a "Salafist Principality".] Once this has been brought about, the diversionary partisans' activities are stymied - they are made out to be patsies - so that the new authorities can take credit for bringing about internal peace. Any hoodlum who cannot or will not submit to the new decrees is "gently" invited before his former leader and shot in the back of the head. This is the new reality.

People acting in the name of pathocracy's interests may effect their activities in parallel, under the banner of some traditional or other ideology, or even with the assistance of a contradictory ideology battling the traditional one. [SOTT: I.e., "anti-American global jihadism".] In these latter cases, the service must be performed by individuals whose response to the call of the pathocracy is sufficiently vehement so as to prevent the self-suggestive activities of the other ideology they are using from weakening the links with their actual hopes for power.
The "self-suggestive activities of the other ideology" can just as easily swing the movement as a whole to adopt that ideology wholeheartedly to the point where its members act on its own, without approval of the "center".

NATWEST Bank persists in its intention to close RT accounts in the UK.

In the middle of October The Duran reported on the UK's NatWest bank moving to freeze the accounts of RT.

No explanation was given and any form of recourse denied. Since NatWest refuses to elaborate on its decision, I feel free to speculate what is behind this move. It can be summed-up in one word: censorship.

The UK has endowed the world with a rich legacy regarding basic human rights, including freedom of expression and a marketplace of ideas. It would appear that rich legacy is being abandoned. Instead of competing for the hearts and minds of the public, Britain's authorities prefer a monopoly on all public discourse.

If humans were largely moral and ethical beings, then globalization could be a workable proposition. Unfortunately, the dark behavioral narcissism expressed by compulsive greed and an infinite appetite for power seems to have become the guiding precept of our collective nightmare. If only the desire to dominate others and have a lot more than them were not the prime motivations for the global elite on top of the human food chain, we could all have our respective modest slice of happiness on this planet. The Utopia of globalization through institutions such as the United Nations (UN), World Bank, and International Monetary Fund (IMF) was supposed to eradicate the universal pestilence of war, extreme poverty, hunger and slavery using the might of the above supranational institutions to prevent the rise of so-called rogue nations usually ruled by dictators.

The opportunity of this push for a supranational form of government has to be understood in the psychological context of a world traumatized by World War II. Many public servants, who had fought against the Nazis and their Japanese and Italian allies, had genuinely the best intentions at heart when institutions like the UN were set up. If some of the original ideas were good and moral to some extent, a rot almost immediately contaminated and perverted most of the created institutions and quickly — using the pretext of the Cold War — allowed the birth of a monstrosity such as the North Atlantic Treaty Organization (NATO). The globalists have controlled and ultimately Wall Street has financed, supranational government instances such as the UN, IMF, World Bank and a myriad of non-governmental organization (NGO) little helpers. Not only have these done nothing to curtail the man-made disasters of war, climate change, slavery and poverty, but they have exacerbated them, all for the sake of profit.

Syrian Army reports 84 civilians killed by rebel shelling over past 3 days in Aleppo, mostly women and children

The bombardment of government-held positions in Aleppo by militants from terrorist groups has resulted in the deaths of some 84 people, the majority of whom were women and children, the Syrian Army has said.

In a statement issued on Monday, the army and Armed Forces High Command also said rebels had targeted schools and civilians, fired 20 poison gas canisters and 50 Grad rockets, and ignited 48 fires.

On Sunday, a poisonous substance, believed to be highly toxic chlorine gas, was fired at the residential district of al-Hamdaniya in government-held west Aleppo. An RT Arabic crew in the city reported 36 cases of suffocation. TV channel Al-Mayadeen reported that all the victims of the attack were civilians. Rebels have called the accusation a lie.

Moscow has strongly condemned the alleged poison gas attack and repeated its call for Western countries to separate 'moderate' rebels from terrorists.

"It's our duty to remind those who say they have influence over the armed Syrian opposition of the necessity to fulfill their obligation to clearly separate so-called 'moderates' from the terrorists from ISIS [Islamic State/IS], Jabhat Fateh Al Sham (former Al-Nusra Front) and other militant groups," Russian Foreign Ministry spokeswoman Maria Zakharova said on Monday.

Global stock markets brace for 'black swan' impact of US presidential election

The reopening of the FBI investigation into Hillary Clinton's emails may result in a surprise outcome of the US presidential election on November 8, which could shock global stock markets worse than any 'black swan', Citi analysts warn.

"With huge uncertainty around the outcome and the consequent shape of economic and political policymaking, many asset prices are likely to see increased volatility. This, in itself, could provide a considerable headwind to growth," analysts at the bank said in a note.

A 'black swan' event is a metaphor used by the investment community to describe an event that comes as a surprise, such as the crash of the US housing market in 2008.

Senate Democratic leader Harry Reid has accused the bureau of hiding "explosive" information about Donald Trump's alleged ties with Russia, which he believes might inflict "critical" damage ahead of the election.

The allegation comes after FBI Director James Comey announced on Friday that a criminal investigation into Hillary Clinton's private email server had been reopened, sending a letter notifying Congress of the email review.

In it Comey revealed the finding of some 650,000 emails which were discovered by the agency in early October on a laptop belonging to ex-Congressman Anthony Weiner and apparently also used by his wife, Clinton's closest aide Huma Abedin.

Clown Boris Johnson hosts crisis talks with Libyan PM as Tripoli's authority in shambles

British Foreign Secretary Boris Johnson is hosting crisis talks with the Libyan prime minister in an attempt to tackle a political standoff preventing Tripoli's UN-brokered unity government from expanding its authority outside the capital.

Monday's meeting, hosted by Johnson and US Secretary of State John Kerry, comes as Libyan Prime Minister Fayez Seraj faces stiff resistance to his rule. Representatives from France, Italy, Saudi Arabia and the United Arab Emirates are also attending the talks.

"The goal in London is to ... see if we can make some progress and get beyond the stalemate, which is preventing the [Tripoli] government from doing what it needs to do," Kerry told Reuters.

"Libyans are going to have to find a way forward even in the absence of any cooperation; you can't allow a small number of spoilers to destroy an entire country."


Comment: With Kerry and Johnson heading these talks, nothing good for Libya will come from it. After all it was NATO who destroyed the country in the first place.
