Best of the Web: New European rainfall record: Italy's northwest sees over 900mm (3 FEET) of rain in 24 hours - 7 inches in 1 HOUR

Heavy rain has battered a northwest region of Italy bordering France and caused flooding and mudslides. No casualties were reported. The hardest hit city in Liguria on Monday was Savona on the coast.

Towns in the region's hilly interior also suffered flooding and landslides as some streams overflowed banks. A bridge collapsed in the town of Quiliano. And Italian news reports said the COVID-19 vaccine center in Campobasso was shut down as a precaution.

The port city of Genoa shut schools and ordered the closure of parks and cemeteries. Rain let up at midday. But more downpours were forecast for later Monday.


Comment: This weather event actually affected the whole country. After forming in the Mediterranean Sea off Italy's northwest, it proceeded to scour peninsular Italy from top to bottom:

Staggering amounts of rain fell in northern Italy on 04 October 2021, causing floods and landslides in Liguria and Piedmont Regions. Liguria's environment agency reported a record 181 mm of rainfall in just 1 hour and over 900 mm in 24 hours.

Severe weather was reported across northern and central areas of Italy on 04 October. Red Alerts (highest level) were issued for the regions of Liguria, Piedmont and Lombardy.

The worst of the flooding struck in Liguria Region and in particular the province and city of Savona. In a statement during the evening of 04 October, President of Liguria Giovanni Toti, said "At the moment almost all emergency situations are concentrated in the Savona area, in the Bormida valley and in the hinterland of Genoa in the Stura valley."

The president said the situation was critical and could worsen, especially given the extreme levels of rainfall. As much as 604 mm of rain fell in 12 hours in Rossiglione and 540 mm in 12 hours in Savona, Toti said.

The region's environment agency, Agenzia Regionale Protezione Ambiente Ligure (ARPAL) reported 1 hour rainfall totals of 145.2 mm in Cairo Montenotte, 178.2 mm in Urbe and 181 mm in Vicomorasso, which is a new national record. Furthermore figures from ARPAL show the station at Rossiglione recorded more than 900 mm of rain in 24 hours.

Several rivers broke their banks in the region. The Erro flooded areas of Pontinvrea; the Bormida river overflowed in Cairo Montenotte; and the Letimbro caused flooding in the city of Savona.

Sen. Rand Paul rebuked Secretary of Health and Human Services Xavier Becerra yesterday over vaccine mandates ordered by the Biden administration at the Senate Health, Education, Labor, and Pensions Committee hearing yesterday. Paul attacked Becerra on two crucial issues. First, he criticized Becerra's description of those advocating natural immunity as "flat earthers." Second, he emphatically challenged Becerra on the idea of natural immunity from COVID-19 for people who already contracted it.

As much as the Biden administration has publicly touted "trust the science," Paul emphasized how the science disagrees with Becerra. And quite frankly, Paul was justified in taking Becerra to task.

Comment: Let it be noted that Sen. Paul IS a medical doctor, specializing in ophthalmology.

Between the months of April and September, the South Pole averaged a temperature of -61.1C (-78F).

Simply put, this was the region's coldest 6-month spell ever recorded, and it comfortably usurped the previous coldest 'coreless winter' on record — the -60.6C (-77F) set back in 1976 (solar minimum of weak cycle 20).

A Yahoo News' investigation reveals that, through much of 2017, the CIA weighed up whether to use wholly extrajudicial means to deal with the supposed threat posed by Julian Assange and his whistleblowers' platform Wikileaks. The agency plotted either to kidnap or assassinate him.

Shocking as the revelations are - exposing the entirely lawless approach of the main US intelligence agency - the Yahoo investigation nonetheless tends to obscure rather than shine a light on the bigger picture.

Assange has not been deprived of his freedom for more than a decade because of an unimplemented rogue operation by the CIA. Rather, he has been held in various forms of captivity - disappeared - through the collaborations of various national governments and their intelligence agencies, aided by legal systems and the media, that have systematically violated his rights and legal due process.

Comment: The Grayzone's Aaron Mate interviews one of the Yahoo News reporters who broke the story, Michael Isikoff.

What is so strange about the whole situation, is that Isikoff was also one of the champions of the Russian Hacking/Collusion fairytale. Why he is now breaking a story that is at least marginally favorable to Assange's case?
The story builds on previous disclosures including a May 2020 exposé by The Grayzone's Max Blumenthal, which revealed that the CIA was working with Republican mega-donor Sheldon Adelson and the Spanish security firm UC Global to target and surveil Assange in London's Ecuadorian embassy.

Isikoff and Aaron Maté also debate Russia's role in the Assange controversy, particularly the allegation that Russia stole Democratic Party emails in 2016 and gave them to Wikileaks.

The traffic-jams at ports on the California and Atlantic coasts have reached alarming heights in the past 18 months, and the buildup of cargo along the coasts is hindering the US' supply-chain system of railways and trucking routes
Dozens of cargo ships anchored off the coasts of Los Angeles and New York face shocking wait times of up to four weeks and railyards and trucking routes are hopelessly clogged due to the lack of manpower to unload goods - with an expert warning that the government needs to intervene or face spiraling inflation and unemployment.

The backlog of billions of dollars of toys, clothing, electronics, vehicles, and furniture comes as the demand for consumer goods hit its highest point in history as consumers stay home instead of spending money on travel and entertainment.

Supply chains have lagged far behind consumer demand due to a lack of manpower at American ports and the restrictions that came with the COVID-19 outbreak early last year. These constraints, which include social distancing and mandatory quarantines, have severely limited the number and ability of port workers to do their jobs.


Comment: Initially the media blamed the shortages and backlogs on a sudden 'lack of workers' - '100,000 lorry drivers', '15,000 butchers' - however, as we can see above, there are a number of factors converging, and government lockdowns are almost solely to blame. Lockdowns have meant that for about 18 months ports (like hospitals) are still working at restricted capacity. Meanwhile the lifting of some restrictions has resulted in increased demand, plus there's a backlog to clear out, which is also causing further disruption along the line, and, finally, because of all that, more workers than usual are needed.

However, there does appear to be some truth to the claim that lockdowns have also had an impact on the availability of employees, because furlough, layoffs, home working, unemployment benefits, and so on, has resulted in a significant reduction in the number workers available: Where Did All The People Go?

Farmers face having to shoot dead hundreds of thousands of pigs because staff shortages at abattoirs have left too many packed in sheds on farms.

The National Farmers' Union warned as many as 150,000 animals are under threat of being culled in the next ten days.

It said a shortage of butchers means farmers are having to 'throw pigs in a skip' because they cannot be slaughtered and carved.

Nick Allen, from the British Meat Processors Association (BMPA), told the BBC that abattoirs are unable to process pigs at the usual rate because of a shortage of workers.

This means live animals are mounting up on farms and some farmers were 'quietly starting to cull.'

Russia is locked into yet another standoff with an American tech company. This time, it's YouTube, which has taken down two of RT's German-language news channels and provoked a furious response from Moscow's most senior officials.

The decision, understood to have been taken over allegations the broadcaster tried to circumvent a 'community standards strike' handed down over 'medical misinformation', has seen Russia's regulators rally round RT DE and its sister account, Der Fehlende Part.

Roskomnadzor, the Russian federal executive agency responsible for overseeing the media, warned Google it would be fined if did not end the suspension. At the same time, RT's editor-in-chief, Margarita Simonyan, cautioned that this was "a declaration of media war against Russia by Germany," and argued in favour of retaliatory restrictions against German media in Russia.

Best of the Web: Biden Build Back Better Bill: $700,000 fines for companies that don't mandate vaccines included in $3.5trillion 'reconciliation' package

The Biden administration has included a vaccine enforcement mechanism in the $3.5 trillion, 2,465-page 'Build Back Better Bill' which will enable the government to enforce fines on employers whose employees do not get the vaccine.

The mechanism, buried on page 168 of the Democrats' 'reconciliation' spending bill, will allow a tenfold increase in fines for businesses with 100 or more employees that 'wilfully and repeatedly,' violate a section of labor law that deals with workplace hazards, of which Covid-19 is now a part.

The increased fines on employers could go as high as $70,000 for serious infractions, and $700,000 for wilful or repeated violations - a sum which can be applied to each instance of a violation rather than a total limit.

If enacted into law, the fines could rapidly bankrupt companies whose employees are not vaccinated, in effect forcing businesses to comply with Biden's inoculation drive.

It comes after the Occupational Safety and Health Administration (OSHA) published an emergency Covid-19 rule in the Federal Register this summer, which added Covid-19 to a list of possible workplace hazards for healthcare employment.

Speaker Nancy Pelosi has not yet announced when the House will vote on the reconciliation bill that includes the new vaccine enforcement mechanism.
