In a fluid situation opinion congeals fast. In 1860 few in the US north had respect for blacks. In 4 years, they were emancipated and armed. In South Africa the fierce apartheid regime collapsed in short order. It’s when people are in motion, that ‘s when they make and shift their power. The Yellow Vests rose out of earth sui generis. A very threatening phenomenon to an over-stretched and bitterly divided ruling class.
Can a credible true left compose and assert itself? Become a coherent pole of attraction, of focus, for the populist-inclined to rally to? To draw up strength and become contenders? A populist expression can heave itself against the state but it is limited by the unity of what people are against. Once momentum falters the ranks divide as power becomes possible. The insurgents find they do not agree on what they want. This is a classic scenario.
The antidote to this tendency of dissipation is the institution of the political party. This can be the agency that gathers and focuses popular discontent. For the populist impulse to translate into a positive overturn there must be in place an equivalent of the Bolsheviks. A focused Party, with a leadership, cadre, discipline and programme. An institution capable of advancing its aims and resilient enough to withstand blows from the opposition.
And nerve. If the mix is right it’s Michael Collins in Ireland. Tecumseh in the Ohio, Wallace in Scotland. If it’s not you get Wat Tyler, the Levellers, and Catolina. Those in the population disposed to populism are gelatinous. Plastic. Subject to morphic change. Depending on the course of events. And subject to the power of concentrated popular will.
