State Sen. Patty Ritchie (R-Oswegatchie) introduced a bill Wednesday that would place additional restrictions on purchases made through the state's Supplemental Nutrition Assistance Program, or SNAP.
Ritchie, like the woman in a satirical article on The Onion, doesn't believe government benefits should be used on sugary snacks or certain costly items.
"At a time when our state and nation are struggling with an obesity epidemic, it is critically important that taxpayer-funded programs help low-income consumers make wise and healthy food choices," Ritchie says in the bill memo.
She specifies a few items — lobster, some cuts of steak, decorated cakes and energy drinks — that she believes are too decadent to be purchased with food stamps.
"Many of these items aren't just unhealthy, they're also expensive," Ritchie said. "This legislation would not only help low-income families and individuals stretch their food budgets further and promote health and nutrition, it would also protect taxpayers from abuse of a program that's intended to help those who have fallen on hard times."
EBT cards may be used under current law to purchase "non-essential" items such as cookies, cakes and soda, as well as luxury items such as steak and lobster.
But those benefits may not be used to purchase alcoholic beverages, cigarettes, pet food or prepared food.
Ritchie, a "small-government" conservative, said her measure would move the state toward the program's stated goal of improving public health by limiting EBT use to nutritious food such as fruits, vegetables and granola bars.
Her bill would also direct the Office of Temporary Disability Assistance to outline a list of items that are too luxurious to sell to SNAP beneficiaries.
These types of restrictions have been suggested by Republicans in other states, but the measure is unlikely to pass New York's Democratic majority state Assembly.
The myth of the "food stamp queen" has persisted since Ronald Reagan exaggerated an anecdotal case of welfare fraud during a 1976 campaign speech, and conservative lawmakers and broadcasters frequently complain that poor people are eating too much seafood or fancy cuts of meat.
However, studies have shown that food stamp recipients eat less seafood than other Americans and about the same amount of beef.
No evidence suggests they're using food stamps to purchase cruise vacations, as Kansas lawmakers complained, studies have found no evidence to link food stamp benefits to unhealthy food choices.
Comment: Telling food stamp recipients that they're not worthy or deserving of a steak every now and then does nothing but increase the social stigmas against them. Instead, how about we empower them with knowledge concerning the dangers of high fructose corn syrup, GMOs, additives, preservatives, etc., and let them make their own informed decisions about how to budget for groceries?

I would imagine that if a person lived on the East Coast, lobster and sea foods would be readily available and reasonably priced. Same thing with living in cattle country where the beef would be available at a reasonable price.
Why doesn't this woman work to bring more jobs back to the U.S. so that people can feed themselves? She is living off of the taxes generated by other people but she cannot see that without new jobs and a steady tax base, she will be out of work.
I don't want to make anyone less wealthier then what I am feel bad but I work my 40 hours each week and take home 1100 in the hand and pay 330 tax.
I hate the idea of paying tax to begin with but I realize it has it purposes, the idea of food stamps and welfare checks being mis used really grinds my gears. (For the people who don't deserve or need it anyway)
Tighten up the system if people can not make the correct choices for themselves.
Is that to harsh of a view?
On another note there many other government sectors that require reform and refinement well before the welfare system. 50% spending of the budget on military?
@Mjthriller
Imagine a pyramid...made out of humans.
At top is only a couple of people that own approx 75% of the wealth & distribute what they like to the rest..
Every layer down there is less money available & it's dog eat dog to survive...Stupid DOGS they are too..
As the pyramid layers get lower the people work more for less until you get to the bottom where no work & money is available & no one really cares..That's from half way down & its a lot of people below to go yet.
Is your view HARSH i'll let you decide...but also remember this...
In our Capitalist system to function there must be a percentage that's unemployed & fighting to survive...
If we all had jobs the ones on top would have to pay a decent wage wouldn't they...
So they need the Dogs to fight dogs to do dogs jobs & the competition keeps real wages DOWN...DOWN...Deeper & DOWN....

all that slim and healthy herself, so what right does she have to tell others what they should be eating...
Steak is healthy, seafood is healthy, some (a little) fruit is healthy, veggies are healthy.
Your FDA and other government bodies can't get it right, she hasn't got it right so let people make up their own mind.
